1. Summary

1.1 This report provides an update on the New Forest Transport Strategy (NFTS), Coastal Towns Transport Strategy (CTTS) and Totton and Waterside Transport Strategy (TAWTS).

2. Capital Programme 2002/03

2.1 A previous report set out the revised capital programme. The Local Transport Plan schemes in the New Forest which are part of the above NFTS, CTTS and TAWTS for 2002/03 are set out in the attached appendix. The tables set out progress on the schemes that were programmed for 2002/03 and revised estimated dates for implementation. Updates on externally-funded schemes are also provided.

Colbury Right Turn and Traffic Management

Officers envisaged this scheme would go out to tender by November 2002 with works to commence on-site in late January 2003.

However, works now to commence at the later date of April 2003, and to complete by late August/early September 2003.

Landscaping design work has been commenced. This part of the work will probably be let as a separate contract making best use of planting times.

Sway footways

The study commissioned partners Atkins to investigate and design traffic management measures to provide safer routes for children attending the St Lukes Primary School. This study is now complete.

Consultation has taken place with representatives from the school and Parish Council.

Station Road, New Milton

The proposed Pelican crossing north of the railway line on Station Road, New Milton was readvertised on 2 August 2002. Public comments received have been sent to the local Member, Councillor Rice. Discussions are continuing on this crossing to resolve comments received. (£37,000 Supplementary Credit Approval and £48,000 external funding.)

Old Milton/Gore Road /Whitefield Road, New Milton

This junction is part of the town centre traffic management and also provides access to Arnewood School for cyclists from the eastern part of New Milton. Public consultation took place in December 2002.

Early indications from the analysis of the returned comment sheets show that there is an overall support for the junction improvements.

Installation of traffic signals completed.

North Street, Pennington

Preliminary plans have been drawn up in consultation with residents for the environmental enhancement scheme on North Street in Pennington/Lymington. It contains speed humps and build-outs spread over the whole length of North Street.

The detailed design of the scheme is to be progressed.

Totton Town Centre Improvements

Improvement proposals for Totton town centre have been the subject of extensive consultation over the last two years, culminating in an exhibition and the publication of draft Supplementary Planning Guidance (SPG) in September 2002. The overall response to the consultation and SPG was very positive, with good support for the proposals generally. It is suggested that further development for the proposals for the town centre and preparation of the SPG for adoption by New Forest District Council are now to be carried out.

Totton and Waterside Transport Strategy Cycle Routes

1. Atkins is undertaking a preliminary design for the extension of the Holbury to Hythe route strategy from north of Hardley roundabout to Butts Ash Lane and onto the ferry, via Frost Lane.

2. The upgrading of an existing Pelican to a Toucan crossing with shared use facilities on the A36 Salisbury Road in Totton has been carried out in conjunction with the major maintenance scheme.
