Casualty Reduction and Safer Routes to School Capital Programmes

1. Casualty Reduction Programme

1.1 At the last meeting a report was considered on the 2002/03 casualty reduction programme. Appendix 1 shows the list of schemes in this programme updated to give the current position in the New Forest District Council area. Throughout the county 79 schemes are in this part of the safety programme at a total cost of £1.05 million. Details of the proposed 2003/04 programme have not yet been finalised and will be reported at the next meeting. The proposed 2003/04 budget allocation is £1.4 million.

1.2 Good progress is being made on the introduction of further safety cameras through the safety camera partnership with Hampshire Police and other authorities in the Force area. A contract for the fixed cameras has been awarded to Truvelo Limited and these will be installed as soon as possible at the following sites:

    (i) B3037 Bishopstoke Road, Eastleigh;

    (ii) A35 Totton Causeway, New Forest;

    (iii) A32 Gosport Road, Fareham;

    (iv) Highlands Road, Fareham; and

    (v) A337 Setley, New Forest.

1.3 Grange Road, Gosport was put forward as a fixed camera site, but further analysis of accident data has led to the conclusion that this should instead be a mobile camera route. Analysis has also been undertaken of possible sites for a further bid for additional fixed cameras to be installed in 2003/04, and it is hoped that this will be submitted to the Department for Transport shortly.

2. Safer Routes to School Programme

2.1 The list of schemes in the 2002/03 Safer Routes to School programme is shown in Appendix 2, updated from the position given in the report considered at the last meeting.

2.2 This programme has been affected by the adjustments which were required to the capital programme following the local transport capital settlement for 2003/04 and in order to keep within 2002/03 spending limits. A number of schemes for which contracts had not already been let will be carried forward to start in 2003/04 and will be included in the 2003/04 programme.
