AT A MEETING of the YOUTH PANEL held at Portchester Youth Club, Fareham on Tuesday 11 March 2003.

39 DECLARATIONS OF INTEREST

Councillor Mrs P.A. West declared a non-pecuniary interest in Minute 46 below relating to the grant application from Hampshire Federation of Young Farmers' Clubs.

40 MINUTES

The Minutes of the meeting held on Tuesday 12 November 2002 were signed by the Chairman as a correct record.

41 CHAIRMAN'S COMMUNICATIONS

The Chairman reported that she had attended the Duke of Edinburgh's Award Conference in Cardiff on 19 and 20 November 2002. The evening show was an opportunity for 900 young people to perform professionally. The Chairman also reported that on 18 December 2002 she had attended the Transforming Youth Work Seminar in London and was once again a good networking opportunity for those working with young people. On International Women's day on 9 March 2003 it was reported that the Basingstoke district at junction 6 based at John Hunt of Everest School had organised, in conjunction with WELLA, a day session for young ladies, dealing with personal and safety matters. The Chairman was also pleased to report that the Government Office for the South East (GOSE) had extended Colin Smith's secondment to Summer 2003.

43 YOUTH WORK PLAN

The Panel considered a report of the County Education Officer (Item 5 in the Minute Book) detailing the Hampshire County Youth Work plan for 2003/04.

The Panel welcomed the adoption of the plan but considered that the objectives as set out in pages 19 to 28 were aspirational with a mismatch between the targets set and the lack of resources available to achieve them. It was therefore agreed that the Executive Member for Education approve the plan but with the deletion of pages 19 to 28 inclusive.

RESOLVED:

    That the Youth Panel advise the Executive Member for Education:

    (i) To approve the Hampshire County Youth Service - Youth Work Plan for 2003/04 insofar as it can be achieved within current resources.

    (ii) To write to the Department for Education and Skills (DfES) expressing concerns about the funding arrangements specifically the mismatch between the targets set and the lack of resources available to achieve them.

44 TRANSFORMING YOUTH WORK - RESOURCING EXCELLENT YOUTH SERVICES

The Panel considered a report of the County Education Officer (Item 6 in the Minute Book) advising the Executive Member for Education to adopt the Transforming Youth Work - Resourcing Excellent Youth Services as the aspiration for developing future youth provision in Hampshire.

The Panel discussed in detail funding arrangements for the Youth Service and asked the County Youth Officer to delete the first sentence in paragraph 5.1 of the report as it was considered that the Government was not committing more funding to Hampshire. It was noted that the youth and community sub-block would be distributed based on the numbers of 13-19 years olds and local needs and had been calculated at £8.693m. It was reported that Current Youth Service Funding was £4.4m, this amendment took into account inflationary adjustments.

RESOLVED:

That the Executive Member for Education be advised to adopt the "Transforming Youth Work - Resourcing Excellent Youth Services" as the aspiration for developing future youth provision in Hampshire

45 PROJECT DEVELOPMENT GRANTS 2002/03

The Panel considered a report of the County Education Officer (Item 7 in the Minute Book) advising the Executive Member for Education to approve the grant applications summarised below and to transfer the remaining £27,050 to Capital to support the planned building improvements at Hamble Youth Centre:

The Panel considered a report of the County Education Officer (Item 8 in the Minute Book) advising the Executive Member for Education to approve the grant applications summarised below and that the balance of the annual revenue grants be added to the project development grants for further allocation by the Panel.

47 COUNTY YOUTH OFFICER'S REPORT

The Panel considered a report of the County Education Officer (Item 9 in the Minute Book) detailing recent developments in the Hampshire County Youth Service and updating Members on current issues including improvements to Youth Service buildings, Hampshire County Youth Council work and achievements; improving recruitment to the Youth Service.

RESOLVED:

That the current developments in the Youth Service be welcomed and noted.

48 YOUTH SERVICE WORK IN THE FAREHAM DISTRICT

The Panel considered a report of the County Education Officer (Item 10 in the Minute Book) setting out information about Youth Service work in the Fareham district, with particular reference to key issues being addressed.

RESOLVED:

That the current developments in Youth Work in Fareham district be welcomed.

49 COMBINED YOUTH JUSTICE COMMITTEE - MINUTES

The Panel noted the Minutes of the Combined Youth Justice Committee held on 25 September 2002.
