1. Summary
1.1 This report provides an update for:
(i) the South East Hampshire Transport Strategy programme 2002/03 and 2003/04;
(ii) the Bridgeworks programme 2002/03/04;
(iii) the Home Zone Project, Portchester;
(iv) the Regeneration of Older Urban Areas programme 2002/03/04; and
(v) Hook Park Road, Warsash.
2. South East Hampshire Transport Strategy
2.1 The current status of all works within the 2002/03 programme and the proposed works for 2003/04 programme are included in the attached appendix.
3. Bridgeworks Programme 2002/03/04
Bursledon Bridge
3.1 Major repairs to this three-span reinforced concrete arch are due to commence in March. Works will be carried out in two phases. The first phase will take approximately 26 weeks and includes all works except the centre ten metres of the central span. The second phase is to complete the central span starting in December and lasting for six weeks. Works will mainly be carried out from scaffolding under the bridge, minimising traffic disruption. The estimated cost of the works is £550,000.
Rowan Way and Gillies Subway
3.2 Rowan Way has been given a new anti-graffiti coating and a new mural, detailed by a local church youth group. Similar treatment is being carried out in the Gillies subway under the A27. This is in addition to the regular subway cleaning programme.
4. Home Zone Project, Portchester
4.1 Following the detailed report to this Panel on 24 October 2002, the scheme design works are continuing on programme. Street representatives have now participated in four workshop sessions, guiding the project team in the design of the proposals.
4.2 In addition to the workshops, a `drop in' session was held for a week during mid-January to enable all residents to comment in particular on the traffic management and parking proposals, which are fundamental to the overall design of the scheme. Other interested groups such as The Access Group, Cycle, local Police and Portchester Community groups were invited.
4.3 An overall parking and traffic management arrangement has been established on which landscaping, amenity and street furniture proposals can be developed. It is anticipated final designs will be completed by June.
4.4 Discussions are commencing with the view to building on the residents' representatives' process to enable community involvement, which will be ongoing after the works are completed. This could be in the form of a residents' association, neighbourhood watch group or similar, with the view to engendering a caring attitude to their environment to the benefit of all.
4.5 A full public exhibition of the proposals is programmed for June/July with the formal approval processes immediately following. Works are anticipated to commence early in 2004.
5. Regeneration of Older Urban Areas
Castle Street, Portchester
5.1 As previously reported, the Regeneration of Older Urban Areas (ROUA) scheme for Castle Street is focused on two parts of the street to raise the overall quality of the environment, namely:
(i) re-prioritisation of the junction with White Hart Lane; and
(ii) implementation of high quality improvements on the pavement and road surface round the village `green'.
5.2 The scheme is currently under construction and is being implemented by the County Council and Fareham Borough Council in partnership. Work is expected to be substantially completed in April, with carriageway resurfacing programmed for May.
5.3 Further phases of work in the Portchester Conservation Area, as outlined in the adopted Supplementary Planning Guidance, will be deferred pending agreement by English Heritage to provide match-funding consistent with its high level of responsibility for, and management of, the local historic environment.
Shore Road, Warsash
5.4 The current phase of ROUA improvements in Warsash includes the reversal of the one way system on Shore Road and Passage Lane.
5.5 The main implementation phase was completed in early January 2003. Paving, fencing and planting works are now being planned with Fareham Borough Council to complete the scheme. Resurfacing of the carriageway is being deferred pending completion of a local development that involves heavy construction traffic.
5.6 A further phase of work in the vicinity of the Harbour Master's Office and Shore Road car park is currently at outline design stage.
Town Quay, Fareham
5.7 A partnership scheme for this important and historic area close to the town centre is currently being discussed with Fareham Borough Council. Subject to further discussion about the scope of the work and funding arrangements, early indications are that the project is a strong candidate for inclusion in the Regeneration of Older Urban Areas (ROUA) 2003/05 programme.
6. Hook Park Road, Warsash
6.1 Works are now substantially completed with regard to the upgrading and resurfacing of the private section of road. Remedial works will be completed during March and it is anticipated that dedication will take place thereafter, under Section 228 of The Highways Act 1980.
