Highways Maintenance Programmes 2002/03 and 2003/04

1. Summary

1.1 This report outlines:

    (i) Progress with the 2002/03 Highways Maintenance Programme.

    (ii) Details of the 2003/04 Highways Maintenance Budget.

    (iii) Details of the 2003/04 Highways Maintenance Programme.

    (iv) Details of Bridgeworks current and proposed.

    (v) Progress with A339 Detrunking.

2. Background

2.1 Members will be aware from previous Panel meetings that the highways maintenance programme is funded from both revenue and capital allocations.

2.2 The revenue maintenance programme funds minor works, such as pothole repairs, routine drainage work including gully cleaning, signs and road markings, environmental maintenance of grass verges, trees and shrubs, weed control and highway emergencies. Minor bridge works and winter maintenance are also funded from revenue. Budget allocations are set at a level that ensures the safety of the highway network.

2.3 The capital maintenance programme funds planned maintenance, including special maintenance, resurfacing and surface dressing, and also provides for essential repairs to the structure of the highway.

3. Progress with the 2002/03 Highways Maintenance Programme - Basingstoke

    Revenue Maintenance Programme

3.1 The total allocation for Basingstoke for 2002/03 was £854,500. Progress throughout the year has been in line with the spend profile and it is expected that the programme will be completed within time and budget constraints. A budget statement is included in Appendix 1.

    Capital Maintenance Programme

3.2 The total allocation for 2002/03 was £1,572,000. The programme is nearing completion and, as with the revenue maintenance programme, it is expected that it will be delivered as planned within time and budget constraints. A budget statement is included in Appendix 1.

3.3 Status reports detailing progress of all special maintenance, resurfacing, and surface dressing sites in 2002/2003 are attached as Appendices 2, 3 and 4.

4. 2003/04 Highways Maintenance Budget - Hampshire

4.1 The highways maintenance budget for 2003/04 approved by the Executive Member for Environment is £46,515,000 This sum comprises £19,241,000 revenue funding and £27,274,000 funding from the capital programme provision.

4.2 The revenue budget allocation has been maintained at a similar level to 2002/03.

4.3 The capital budget allocation has been increased substantially compared with 2002/03. Central Government funding achieved through the Local Transport Plan (LTP) process has increased and locally resourced capital funding has also been enhanced. It should be noted that maintenance funding allocated through the LTP process is directly related to the condition of Hampshire's road network and future levels of funding are dependent on the County Council's ability to improve the overall condition of the network. This increased allocation for planned maintenance has provided the opportunity to target funding at the more vulnerable areas of the network, essentially urban footways and rural unclassified roads.

4.4 Urban footways have been targeted to maintain accessibility and improve standards in the heavily used areas, reducing the potential for claims. The rural unclassified road network was severely damaged as a result of the flooding in 2000/01 and requires a sustained, enhanced level of funding to recover.

4.5 Despite this additional funding the need, based on Highways Assessment of Maintenance Priorities (HAMP) intervention levels, has risen this year. It is therefore envisaged that these increased levels of funding will need to be sustained to achieve the aims of the Government, to halt the deterioration of the network by 2004 and eliminate the backlog by 2010.

4.6 To reflect the condition of the footway network in Hampshire, user concerns and the deteriorating condition of the rural unclassified lanes, an additional £3.5 million of funding has been specifically allocated by the County Council to these areas of need for 2003/04. Of this funding, £2.5 million will be allocated to footway works and £1 million to maintenance of the rural unclassified network. This funding will help to reduce the maintenance backlog and is detailed in Appendix 5.

5. 2003/04 Highways Maintenance Programme - Basingstoke

    Revenue Maintenance Programme

5.1 As described above, the revenue maintenance programme funds three main areas of highway maintenance:

    (i) reactionary minor repair works on the road and footway network;

    (ii) minor traffic management improvements of signs and road markings; and

    (iii) environmental aspects of highway maintenance, including grass cutting, weed treatment and tree and shrub maintenance.

5.2 Additional revenue budgets are held centrally for the performance elements of the County Council's term maintenance contract. The performance based work contained in the contract includes:

    (i) gully emptying (standard gullies across the Borough);

    (ii) visibility splay grass cutting;

    (iii) winter maintenance; and

    (iv) routine bridge maintenance.

5.3 The total revenue allocation for Basingstoke for 2003/04 is £832,000.

    Capital Maintenance Programme

5.4 The funding allocation for the capital maintenance programme is based on the HAMP rating system and will reflect the agreed intervention levels. The HAMP rating intervention levels direct funding to those maintenance schemes displaying a higher `maintenance need'. Therefore, the funding allocation within the Borough for the 2003/04 capital maintenance programme will differ from the 2002/03 allocation.

5.5 As stated above, planned structural maintenance repairs undertaken through the capital maintenance programme include surface dressing, special maintenance and resurfacing schemes. Provisional lists of schemes under each of these headings for 2003/04 are attached as Appendices 6, 7 and 8.

5.6 The capital maintenance programme also supports the centrally controlled areas of work, including major maintenance schemes and bridge maintenance.

5.7 The initial capital allocation for Basingstoke is £1,442,750, with an extra allocation of £243,700.

6. Bridgeworks

    Programme 2002/03/04 - General

6.1 The Bridge Group is responsible for inspection and maintenance, load assessment and strengthening of all existing County highway structures, together with new structures built as part of road improvements, housing schemes and industrial developments. This includes 1,400 road bridges, 300 footbridges and numerous ancillary structures such as retaining walls and gantries.

    Funding

6.2 The majority of bridge maintenance, assessment and strengthening is capital funded via the Local Transport Plan, but inspections, routine maintenance, footbridges and environmental maintenance of subways are revenue funded.

    Maintenance

6.3 Maintenance includes regular routine items, such as vegetation and drainage clearance, repairs to accident damage, major and minor structural maintenance identified from the annual cycle of bridge inspections and environmental maintenance of subways. The latter covers graffiti removal and cleaning under a three year term contract with a firm call Graffiti Solutions. Raynesway Construction Southern (RCS) carry out the majority of other maintenance, though some specialist or larger jobs go out to tender.

    Load Assessment and Strengthening

6.4 This programme was instigated by EU legislation that allowed 40 tonne lorries on UK roads from 1 January 1999. The assessments are now complete and strengthening of sub-standard bridges is ongoing. About 45 bridges remain subject to interim measures, such as weight limits or monitoring, that will be strengthened over the next five or six years, funding permitting.

    Road/Rail Bridges

6.5 Following the Selby crash in February 2001, parapets and safety fences at road/rail interfaces, mainly bridges, are being evaluated and prioritised, with a view to establishing a rolling programme for protective measures.

    2003/04 Bridgeworks Programme

6.6 This programme is still being finalised, pending decisions on allocation of funding and full details will be available soon.

    2002/03/04 Schemes in Basingstoke

    Bridge Painting

6.7 A painting contract for £70,000 by TI Coatings has been completed. This included the parapets of the four Brighton Hill roundabout subways on the A30; Gresley Road footbridge over the slip road from the A339, the parapets on Freefolk bridge on the B3400 in Laverstoke and all the metal work on Beaurepaire Mill bridge on Vyne Road near Bramley.

    Ruckstall's Flyover over A30 Ringway South, Basingstoke

6.8 The feasibility study and design of a strengthening scheme for this bridge is under way, with the intention to carry out the work in 2003/04. This scheme will involve extensive traffic management on the A30, Ringway South, and consultations are ongoing with the Police, Basingstoke and Deane Borough Council and Hampshire Highways, Basingstoke.

    Southington County Bridge, Overton

6.9 This bridge, carrying Southington Lane over the River Test in Overton, has been strengthened and refurbished by RCS, necessitating a road closure and diversion for seven weeks. Estimated cost £20,000.

    Broadford No. 1 Bridge, Stratfield Saye

6.10 The design of a replacement for this bridge, which carries the C80 over the River Loddon near Stratfield Saye, is under way, with the work on site programmed for 2003/04. The bridge is subject to a temporary weight limit at present.

    Courseford Bridge, Plastow Green

6.11 This bridge carries the U3 Union Lane over Kingsclere Brook at Plastow Green, between Kingsclere and Headley. The bridge has been assessed as substandard with regard to load carrying capacity and is being regularly monitored. The design of a replacement is under way, with work on site programmed for 2003/04.

    Subway Refurbishment

6.12 Refurbishment, including new murals of three subways - College Road, Winklebury Way/West Ham and Ashwood Training Centre - has recently been completed and two more in Winchester Road are programmed. Repairs to murals in ten other subways have also been carried out, in addition to the regular cleaning programme.

7. A339 (T) - Detrunking

7.1 Proposals by the Highways Agency to detrunk the A339 from the County boundary near Newbury to the Black Dam roundabout in Basingstoke have resulted in detailed discussions over the last three years between the Highways Agency, its representatives Mott Macdonald and officers from Hampshire County Council.

7.2 A date for the handover has not yet been published but it is likely to be 1 May 2003 when responsibility for maintenance will transfer to Hampshire County Council. An allowance of £34,000 per month has been allocated by the Highways Agency for highway maintenance for 2003/04, and individual safety schemes will also be implemented in 2003/04 after transfer, but still financed by the Highways Agency. These will be at Headley, Kingsclere, Wolverton and Pithall.
