20 DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

The Minutes of the meeting held on 25 September 2002 were confirmed as a correct record.
22 CHAIRMAN'S COMMUNICATIONS
There were no communications.
23 DEPUTATIONS
There were no deputations.
24 PAY AND BENEFITS PROJECT
(With the concurrence of the Chairman under Section 100(B) (4) (b) of the Local Government Act 1972, this matter was included on the agenda to ensure that Members were fully up to date with progress on the pay and benefits project)
The Committee considered the report of the County Personnel and Training Officer (Item 6 in the Minute Book) which provided a summary of progress to date on the pay and benefits project and identified key stages for the next phase.
RESOLVED:
That the Committee notes the key stages of the project and the anticipated timetable for the project.
25 EXCLUSION OF THE PRESS AND PUBLIC
RESOLVED:
That, by virtue of paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting for consideration of the following items.
26 NATIONAL PAY COMMISSION
The Committee considered the confidential report of the County Personnel and Training Officer (Item 7 in the Minute Book) on progress on the national pay review.
RESOLVED:
That the Committee:
(i) notes the role and progress of the National Pay Commission and its implications for the Council's own pay project.
(ii) agrees to the proposals for a separate submission if the County Personnel and Training Officer, after consultation with the Chairman, considers it necessary in the light of the Employers' Organisation submission.
27 A-G SALARY REVIEW
The Committee considered the confidential report of the County Personnel and Training Officer (Item 8 in the Minute Book) which considered the national and local pay data relevant to the annual pay review for staff on Hampshire Grades A-G. After due consideration of the possible options, the Committee agreed a pay offer from 1 April 2003 to be put formally to the Staff Representative Group by the County Personnel and Training Officer.

28 CHIEF OFFICER SALARY REVIEW
The Committee considered the confidential report of the County Personnel and Training Officer (Item 9 in the Minute Book) regarding the current salary position for the County Council's comparator authorities. After due consideration of the possible options, the Committee agreed a pay increase from 1 April 2003 in respect of the County Council's Chief Officers and Deputy Chief Officers.
