1. Summary
1.1 This report covers the following issues:
(i) Bridge Works Programme 2002/03;
(ii) Intelligent Transport Systems Programme 2002/03;
(iii) South East Hampshire Transport Strategy Scheme Report; and
(iv) Regeneration of Older Urban Areas Programme.
2. The Bridgeworks Programme
St Clares Avenue South Subway
2.1 This subway, at present subject to a temporary weight limit, is to be infilled, once a traffic calming and safety scheme has been carried out on the road over the subway. This is programmed to start in March/April 2003.
Farringdon Road Bridge
2.2 This bridge, at present subject to a temporary weight limit, is to be replaced, with a start programmed for April 2003, dependent on progress on other bridge strengthenings. Precast concrete beams are being used to reduce the construction period and minimise traffic management.
Hambledon Road Subway, Waterlooville
2.3 This subway, that links the new development in Hambledon Road to the town centre, has been refurbished, including re-painting and anti-graffiti coating, jointly funded by the developer and the County Council.
Havant Station Footbridge
2.4 This footbridge, jointly owned by Railtrack and the County Council, links the housing and commercial areas to the shopping centre and station and is in need of both structural and environmental maintenance. Due to its size and location over the railway, this maintenance will be expensive and difficult and discussions on details, programming and finance are ongoing between the County Council, Railtrack and Havant Borough Council. These discussions have also involved David Willetts MP, and County and District Councillors.
2.5 This is a long-term project and no date for work on-site is yet programmed.
Langstone Bridge, carrying A3023, Hayling Island
2.6 This 300 metre multi-span bridge is undergoing strengthening, parapet replacement and minor widening by contractors, Concrete Repairs Limited.
2.7 The first phase of the work, the west side, started in March 2002 and was completed in October 2002.
2.8 The second phase on the east side commenced in March and is due to be completed in September 2003 and, following local consultation, will be of similar construction to the west side. As for the first phase, the work will be mainly carried out from scaffolding under the bridge to minimise traffic disruption, with lane closures restricted to overnight.
3. Intelligent Transport Systems Group Programme
3.1 Works within the Intelligent Transport Systems Programmes in Havant for 2002/03 include:
(i) refurbishments of Pelican crossings at Crookhorn Lane are complete, Purbrook Way are ongoing and Bedhampton Lane are due to commence early next year; and
(ii) links between Havant closed circuit television (CCTV) cameras and the Traffic and Travel Information Centre in Winchester to improve traffic monitoring and information is ongoing.
3.2 Works for 2003/04 include:
(i) changes to the junction of Southleigh Road/Pook Lane, Emsworth to improve road safety in relation to motorists turning right into Pook Lane; and
(ii) changes to the carriageway markings at Langstone Roundabout to improve lane discipline.
4. South East Hampshire Transport Strategy Scheme Report
4.1 An update of the 2002/03 and the 2003/04 programme of the South East Hampshire Transport Strategy schemes included within the Local Transport Plan (LTP) is set out in the attached appendix.
4.2 A study into cycling and pedestrian needs was completed in January 2003 for the A3023 corridor and Hayling Billy cycle route between Langstone and Hayling Island. A briefing for Havant Borough and local County Council Members was also held in January 2003. Further consultation with local Members and residents' groups has commenced. Environmental constraints and impact on vehicle movements from new crossings are currently being explored.
5. Regeneration of Older Urban Areas Programme
Havant Station
5.1 A partnership approach to environmental improvements on the north side of the station has been agreed with the operator South West Trains (SWT). A new ticketing facility is to be implemented in accordance with an approved master plan utilising funding from the LTP. However, SWT is pursuing match-funding for the proposed Regeneration of Older Urban Areas (ROUA) investment to enable external works to the station approach to go ahead.
London Road, Waterlooville
5.2 In partnership with Havant Borough Council and Winchester City Council, the County Council has prepared a draft framework for Waterlooville town centre setting out long-term planning, design and management guidance. The work is integral to the emerging proposals for the Major Development Area and the A3 bus quality partnership initiative. Measures to reduce the impact of Maurepas Way are now being explored to enable elements of the framework to come forward. The ROUA programme is contributing resources to the resolution of the design of the London Road link of the A3 initiative in order to catalyse wider regeneration and to promote high quality solutions that will serve as a benchmark for future development.
