1. Summary

1.1 Havant Borough Council acts as agent to Hampshire County Council for traffic management matters within the Borough under new working arrangements which came into force on 1 May 2002. These arrangements are yet to be finalised.

1.2 This report is a brief update on the information reported to the Highway Management Working Party on 8 November 2002 focusing on principal issues.

2. Traffic Management Agency Services

2.1 Havant Borough Council has recently made Traffic Regulation Orders (all waiting restrictions) at the following locations:

    (i) Eastern Road, Havant;

    (ii) Boundary Way, Havant;

    (iii) Padnell Avenue, Cowplain; and

    (iv) New Road/Chidham Drive, Havant.

2.3 In addition to the work engaged in making Traffic Regulation Orders such as those listed above, the borough council receives numerous requests for traffic management measures and local safety engineering schemes. Ongoing work of this character represents a high volume of demand with a significant backlog, particularly where problems relate to matters of amenity.

3. Road Safety Engineering

3.1 Currently there are 244 sites within Hampshire with five or more personal injury accidents in the last three years. Of these, 24 are within Havant Borough, many of which have been treated with safety engineering remedial measures during the last few years.

3.2 In conjunction with the County Council Road Safety Team, Havant Borough Council has designed, commissioned and is implementing remedial safety engineering measures to reduce the incidence of accidents occurring at the junction of Lovedean Lane with London Road, Waterlooville.

4. Decriminalised Car Parking Enforcement

4.1 Havant Borough Council has commissioned Atkins to prepare a business case report to examine options under which decriminalised car parking enforcement might be considered. This report has been completed and a recent presentations have been made.

4.2 A workshop of the Borough Council's Decriminalised Parking Working Party met on 25 February 2003 to consider associated issues, and the debate will continue at the Borough's Environmental Wellbeing Board for subsequent recommendation to The Executive. An oral update on progress will be given at the meeting.

5. Other Works

5.1 In the current financial year Havant Borough Council has approved £20,000 of capital funding for the following minor highway environmental enhancement schemes:

5.3 Of particular significance in the above two tables are works relating to crime reduction measures planned at Purbrook Chase Precinct, Purbrook (wall removal and replacement with railing) and Botley Drive, Leigh Park (lighting improvements). Currently the Borough Council is working with partners (including Hampshire Constabulary) to address particular "hot spots" of crime and disorder.

5.4 A number of works are planned besides those shown above, particularly Closed Circuit Television provision, which will benefit from the provision of improved lighting. Liaison is ongoing with the County Council's Principal Lighting Engineer regarding funding for the lighting.
