1. Summary
1.1 This report outlines:
(i) progress with the 2002/03 Capital Minor Works Programme; and
(ii) details of the 2003/04 Capital Minor Works Programme.
2. Capital Minor Works Programme 2002/03
2.1 As previously reported, the Minor Works Programme (also known as the Under £10,000 Programme) is funded from the capital allocation based on the Local Transport Plan submission to the Department for Transport. In the 2002/03 programme, £300,000 was allocated county-wide, of which £25,000 was allocated for Havant. The schemes included in the programme were:
(i) Northney Road - Footway Link £10,000
(ii) Hambledon Road - Footway Link £10,000
(iii) Hulbert Road - Footway Link £5,000
2.2 These schemes are scheduled for construction during March 2003.
3. Capital Minor Works Programme 2003/04
3.1 The funding allocation for the 2003/04 programme county-wide is expected to be £200,000. Subject to final confirmation of the budget, it is anticipated that this will enable one or two schemes to be implemented within Havant during this financial year.
3.2 Members may recall that at the previous meeting of the Panel on 8 November 2002 a list of schemes was presented as for future programmes. These schemes have now been assessed and are in the attached appendix.
3.3 The highest-rated scheme is to provide an extension to the existing footway on the south side of Havant Road, Hayling Island, along the frontage of the Portsmouth Water Company land at Stoke. This will enable pedestrians and wheelchair users to reach the lay-by at the bend, where there is adequate visibility to enable safer crossing of the road to the existing footway on the north side. The Water Company has already indicated its agreement in principle to a dedication of the thin sliver of land required for this scheme and details are to be negotiated shortly.
Recommendation
That Members indicate their preference for minor works schemes in 2003/04 and the Executive Member for Environment be advised.
