184 DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.

The Minutes of the meeting held on 24 February 2003 were confirmed as a correct record.

186 CHAIRMAN'S COMMUNICATIONS

There were no communications.

187 BUDGET 2003/04 - BUSINESS PLANS AND PERFORMANCE TARGETS

The Cabinet considered the report of the County Treasurer (Item 4 in the Minute Book) which set out the required business plans and performance targets for the additional £10.5m set aside in the 2003/04 budget for delayed discharges of older people from hospital, for domiciliary care of older people, and for repairs of local roads and footways. Following a detailed exposition of the business plans by the relevant officers, the Cabinet adopted the recommendation contained in the report and a copy of the decision sheet is set out as Appendix 1 to these Minutes.

188 APPROVAL AND PUBLICATION OF FINAL ACCOUNTS

The Cabinet considered the report of the County Treasurer (Item 5 in the Minute Book) on proposed revised arrangements for the approval and publication of final accounts. The Cabinet adopted the recommendations contained in the report and a copy of the decision sheet is set out as Appendix 2 to these Minutes.

189 CONSULTATION PAPERS ON THE LOCAL GOVERNMENT PENSION SCHEME

The Cabinet considered the report of the County Treasurer (Item 6 in the Minute Book) on two consultation papers issued by the Government on the Local Government Pension Scheme. Following a full discussion, the Cabinet approved the responses to the consultation papers as set out in Appendices 4, 5 and 6 of the report subject to certain additions to Appendix 6. A copy of the substantive decision sheet, including the relevant appendices (as amended) is set out as Appendix 3 to these Minutes.

190 RESIDENTS SURVEY 2002/03 - KEY FINDINGS

The Cabinet considered the report of the Chief Executive (Item 7 in the Minute Book) on the key findings of the Residents Survey 2002/03. The ensuing discussion concentrated in particular on the issues to be addressed in seeking to enhance facilities for young people in the County. Members noted that a corporate consultation strategy would be submitted to Cabinet shortly, which would include proposed initiatives in this area.

The Cabinet stressed the importance of building on the excellent results from the Survey to improve still further the services to the people of Hampshire. The Cabinet adopted the recommendations contained in the report and a copy of the decision sheet is set out as Appendix 4 to these Minutes.

191 EXCLUSION OF THE PRESS AND PUBLIC

RESOLVED:

That, by virtue of paragraph 9 of Part 1 of Schedule 12A of the Local Government Act 1972, the press and public be excluded from the meeting for consideration of the following item.

192 CHANDLER'S FORD RAILWAY STATION SCHEME

(With the concurrence of the Chairman under Section 100(B)(4)(b) of the Local Government Act 1972, this matter was included on the agenda to ensure that progress with regard to the Chandler's Ford Railway Station project was not delayed unduly)

The Cabinet received an oral report from the officers on issues with regard to the proposals to construct a railway station at Chandlers Ford and submitted its views for consideration by the Executive Members for, respectively, Policy and Resources and Environment when relevant approvals were sought.
