Strategic Management of Education

Leading the Education Department effectively to respond to new challenges whilst retaining the fundamental focus on teaching, learning and school improvement.

    · Anticipating future opportunities and threats

    · Influencing regional and national policy

    · Ensuring the department and corporate County Council work together to achieve strategic aims, particularly on cross-cutting issues and partnerships with others

    · Maintaining partnership with headteachers, governors and other key players in the education and welfare of children.

Proposed improvements

    · Keep the strategic management functions under review

    · Review options for service delivery including market testing

    · Strengthen the planning activities of the department

    · Keep the committee support function under review.

Progress in implementing the Improvement Plan

    · A new web-based LEA strategy is being developed, providing an overall framework for the LEA planning processes.

    · Hampshire's County Education Officer holds the presidency of the Confederation of Education Officers in 2003. This gives Hampshire a high profile nationally.

    · The `excellent LEA' rating in the CPA assessment will be used to further develop Hampshire's participation and influence at a regional and national level.

    · Partnership work continues to be very important, and the LEA is contributing to the development of the district and county Local Strategic Partnerships and associated Community Plans

    · The main performance indicators for Education through CPA, Ofsted and DfES are now clear. These are being actively monitored and will be incorporated into the corporate performance indicators database.;

Future Plans

We will rationalise and improve planning processes in the light of CPA freedoms, ensuring that they integrate with corporate planning mechanisms and developments.
