Hamble Community Sports College

Summary

1.1

Hamble Secondary School was granted Sports College Status in September 2002 and has since been known as Hamble Community Sports College. This is a large secondary school for 11 to 16 year olds which lies to the north of the village of Hamble and to the east of Netley and serves both of these communities. The original school building was constructed in 1936 and is of a traditional brick construction. Additional accommodation has been constructed on this site over the years and include SCOLA extensions in the 1960's, an administration extension in 1997 and most recently a new classroom block and a sports hall completed last year.

The Sports College has been successful in securing Lottery funding from Sport England and an allocation for a new specialist gymnastics training facility has been made available. A further allocation has been made in the Education Committee's 2003/04 Capital Programme to provide additional basic need places along with a new youth facility. This will provide additional accommodation for the predicted increase in pupils on roll, which is currently 983.

It is proposed that the new youth facility and a single classroom extension, both being funded from the capital programme allocation, be undertaken separately from this project. Other items of work associated with the existing buildings and infrastructure at this school site have been included as part of this project and funding has been added from the Policy and Resources Committee's 2003/04 budgets. Further items of work are being assessed as the project develops and a recommendation for funding for any further necessary associated items will be sought in the appropriate financial year.

The Director of Property, Business and Regulatory Services has progressed the design of the proposed additional accommodation and the purpose of this report is to outline the design proposals and seek approval to the attached design project appraisal.

Scope of the Works

2.1

The work will comprise the construction of a specialist gymnastics training facility constructed in brick with a curved metal roof, to closely match the existing Sports Hall to the south. Access to the new accommodation will be via the main entrance to the Sports Hall, utilising changing rooms already provided, with a single-storey link containing an office and an Accessible WC.

2.2

Further work will include the conversion of the existing gymnasium and changing rooms to provide dedicated music and drama facilities. The converted accommodation will provide two drama rooms, two specialist music classrooms, seven music practice rooms, office and store.

An existing Food Technology classroom will be refitted and an existing large general teaching classroom in the same teaching block will be reduced to provide two Learning Support rooms and an office.

2.4

A small extension to the existing car park, located to the east of the proposed new gymnasium, is proposed. The refurbishment and gymnasium facilities will provide a net four additional spaces.

2.5

Landscaping associated with this scheme will include an extension to the existing pathway around the car park area, to provide a walkway from the additional spaces to the entrance along with associated tree and shrub planting.

2.6

Items of work which will be funded from the Policy and Resources Committee will include the completion of the re-cladding of the Hall Block and extension of the existing fire alarm throughout the whole school and to the new accommodation.

3.

Funding and Timing

3.1

Under the current procedures for Sports Lottery projects Sport England will review and formalise the award once the project has been tendered. The in-principle award will enable the project to be progressed and proceed to tender. It should be noted that a contract will not be let until appropriate funding has been identified and secured.

3.2

An allocation of £679,000, excluding fees, has been made in the Education Committee's 2003/04 Capital Programme to provide additional basic need accommodation. Of this amount £60,000, excluding fees, will be used as a contribution towards funding the Youth facility and £95,000, excluding fees, will be used to fund the single classroom extension and this work will be undertaken separately from the main Lottery scheme at a later date. The Lottery funding from Sport England, along with the associated partnership funding, has a value of £979,000 excluding fees, and will enable the new gymnasium facility. Further funding of £350,000, excluding fees, will come from Policy and Resources 2003/04 Capital Repairs budgets for the associated landlord works being undertaken as part of this scheme. Further details of the funding can be found in the attached design project appraisal.

3.3

Subject to the necessary approvals it is anticipated that tenders will be invited during June 2003 and work will commence on site during August 2003 and be completed during April 2004.

Conclusion

The proposed scheme will provide a specialist gymnastics training facility at Hamble Community Sports College. The proposals will also enable improved music, drama and Food Technology accommodation along with new Learning Support facilities. Approval is accordingly sought to the attached building design project appraisal.
