Procurement Initiatives 2002/2003

Additional Proposals

1) Additional Nursing Care Beds

    This programme of work was reported to Buildings, Land and Contracts Panel on 3 February 2003. It will deliver 500 new bed spaces on a combination of Hampshire County Council and Department of Health controlled sites. The overall value of the package is £60m inclusive of fees. The work will also involve the refurbishment of existing homes. A procurement route comprising a partnering arrangement with selected contractors, appointed to a Framework Agreement was identified in the report. Individual projects will be linked to the Major Projects Framework Agreement (subject to a separate report on conclusion of that tender process).

2) Malmsbury Lawn (£1.4m)

    This scheme is the final major project under Social Services Reinstatement Strategy. It is now proposed to link the scheme to the procurement of the refurbishment work under the Nursing Care initiative. The scheme will be procured under the collaborative partnership noted under `Nursing Care' above and serve as a valuable benchmark in determining refurbishment options and developing supply chains for the Nursing Care project.

3) Secondary School Sports Halls

      (a) New Opportunities Fund (NOF) Projects - This programme of work for PE and Sport Development comprises a portfolio of schemes including four new Sports Halls, three MUGA's and three outdoor Education Centres. Overall the programme is worth approximately £8.1M inclusive of fees with NOF providing £6.6M of this funding.

        A strategy is being developed to implement a standard design solution in respect of the Sports Halls using a two stage tendering process with Best Value criteria used in making the initial Contractor Selection. Early involvement of a preferred contractor is desirable in terms of developing supply chains, design of specialist elements of the work and evaluating programme deadlines with the Design Team. The other elements of the NOF portfolio could be linked into this procurement arrangement if appropriate. Three of the standard sport hall schemes are now being procured (see Appendix 1).

      (b) Crestwood and Alton Eggars Sports Halls - these two sports halls are being developed outside of the NOF programme but the proposal is to link into the standard design solution and procurement arrangement being developed for NOF to give the benefits of standardization and repetition of design and construction.

4) Brookfield School Performing Arts Block (£1.41m)

    It is proposed to develop this scheme with Brazier Construction on the basis of a partnered design and construct approach. This contractor has recently successfully completed The Sir Harold Hillier Gardens Visitor Pavilion and are able to offer the same project manager to develop this further project for the County Council.

5) Wyvern Technology College Sports Lottery (£1.45m)

    A lottery sponsored sports development project is being developed at the school to provide a multi use sports hall in the existing building, a new multi purpose studio, a health and fitness suite, changing rooms and outdoor tennis courts.

    The programme for the work envisages a July 2003 start with completion by July 2004 and it is proposed the project should be tendered as soon as possible and prior to the presentation of the Design Project Appraisal to the May 2003 Education Buildings Advisory Group and June 2003 Executive Member - Policy and Resources meetings, in order to keep to programme.

    The procurement route proposed is competitive tendering with a select list of 3 preferred contractors who have performed well on similar projects. Consideration is also being given to introducing a best value appraisal as part of the selection process, subject to agreement with the Sport England.

6) South Basingstoke Schools Reorganisation (£7.41m)

    As a result of this strategy major extension works are planned at the following schools:

      · Hatch Warren Infant and Junior Schools £1.97m

      · St Marks CE Primary School (including Early Years) £2.76m

      · Manor Field Infant & Junior Schools (including Early Years) £2.26m

      · Chalk Ridge Primary School £420K

    With the three larger projects it is proposed to either package the works under a partnership arrangement that may be linked to the Major Projects Framework Agreement (subject to a separate report on conclusion of that tender process), or separately tender through a two stage partnered tender approach with a select list of three preferred contractors. All of the schemes whilst differing in design share similar issues in terms of the operational issues for the schools and common delivery objectives. There would therefore be significant benefits in implementing a partnership approach to develop these schemes with a preferred contractor.

    A major roof remedial project is also planned at Warren Park, which could be linked to the major scheme above, subject to funding being identified.

    For the scheme at Chalk Ridge Primary School it is proposed to negotiate a contract with Mansell, who have recently completed a similar package of work at the school under the Class Size of 30 initiative. This contractor has a very good track record with projects of this scale and existing arrangements can be used as a benchmark for developing this project.

7) Alton Day Care Services and Alton Library (£2.2m overall)

    These two complex town centre projects would benefit from involvement of a preferred contractor to ensure successful delivery. It is proposed to tender with a shortlist of three experienced contractors based upon competitive pricing and evaluation of site management proposals. The firms proposed are, Benson, Brazier and Richardsons.

8) Elvetham Heath New Primary School Enlargement to 2FE (£1.1m)

    Approval has recently been given to increase the school from one from entry to two. The one form entry scheme is currently on site with Turner Southern through a partnership contract. It would now be sensible to continue with a follow on package for this work with the same firm, who are performing well on the existing project.

9) School Specialist Accommodation Programme 2003/2004

    At the January 2003 Executive Member - Education approval was given to the 2003/04 programme for expenditure of the New Deal for Schools (NDS) Modernisation funding. Included in this programme was funding for the refurbishment of specialist accommodation in secondary schools.

    The work will comprise the refurbishment and upgrade of the existing science laboratory, food technology and textile laboratory accommodation at six schools in two packages. The first package comprises work at Crookhorn, Purbrook Park, Swanmore and Testbourne Schools and has an estimated value of £1,120,000 excluding fees, of this amount £11,000 is school funded and £86,000 is funded by Specialist School Status for Swanmore School. The second package comprises work at Noadswood and Toynbee Schools and in addition to this a school funded scheme at Crestwood School will be included. This package has an estimated value of £298,000 excluding fees, of this amount £83,000 is school funded and £10,000 is Policy and Resources Management Partnership funding.

    It is proposed to tender the two packages with a select list of three preferred principal contractors for each contract, for the first package: Benson Ltd, Laishley Ltd and Mansell Construction Services Ltd and for the second package: Beavis & Partners Ltd, LST Building Services and Nolan Davis Contracting Ltd. Each package will then be tied to a preferred supply chain partner who will manufacture the specialist fixed furniture elements. It is proposed to negotiate the prices for the specialist furniture with the two firms (ie APMG Ltd and Labspace Ltd) who have successfully undertaken science laboratory refurbishment works under previous NDS and similar funding initiatives. This will enable an element of market testing whilst maintaining consistency over the key sources of supply for the specialist furniture.

10) Capital Repairs Programme

    A separate report to this Panel identifies Capital Repairs work worth around £21m, including New Deal for Schools condition funding to the County Council for 2003/04.

    The report identifies several significant packages of work and procurement plans are now being developed to deliver the schemes envisaged. This will involve negotiation with preferred contractors and suppliers where appropriate, in particular:

      · SCOLA recladding using a combination of tendered and negotiated packages with the new SAPA window system and existing arrangements with Wessex Windows. The preferred main contractors proposed are Brymor, Habens and Drew Smith.

      · Flat roofing work procured through the new framework agreement for flat roof maintenance work (see Appendix 1).

      · Boiler/Mechanical System Replacements and Electrical Safety Programmes using a combination of tendered and negotiated projects. It is proposed to competitively tender between 30% and 50% of engineering projects and use the tendered results as benchmarks against which negotiations can be made. (in some cases open book negotiations will be tested as a means of procuring engineering capital schemes through existing term engineering contractors who are responsible for the service and maintenance of engineering systems).

      · External redecorations and minor repairs proposals are identified comprising eight packages of work worth about £2.2M, which will be procured through negotiation with preferred contractors who have performed well on previous years programmes. The following specialist contractors are proposed: Pool and Sons, Belgravia, Mitie, Richardsons, Warwick, Atkins, Ferris and Tew Bros.

11) SCOLA Masonry Wall Repairs (£500K)

    A programme of work is planned to address wall tie repairs to 40 primary and secondary schools across the county. The work will involve detailed surveying and a systematic replacement where necessary. It is proposed to undertake this work with three preferred contractors: Dorelbury, Tew Bothers and Pool & Son. A cost framework will be established with each of the proposed contractors and scheme values will be agreed based on actual cost following an `opening up' process. A process of learning and refinement of approach will enable efficiency and cost certainty to be generated. Each of the contractors has performed well in similar circumstances.

12) Temporary Buildings Term Contract

    It is proposed to extend the existing term contract arrangement with Elliot Group Ltd until November 2003. This term contract agreement has been in place from March 1998 and the Company have proven to be highly effective and responsive. Extending the contract by a further period will ensure adequate provision for temporary classrooms is in place for the summer holiday period.

    A new term contract for the supply of temporary building is proposed on expiry of the current arrangement. The duration of the agreement will be five years. Tenders will be invited on the basis of best value in accordance with current EU procurement procedures.
