1. Introduction
1.1 The Committee has indicated its intention to hold a further annual conference in 2003. In addition, Members wish to explore with Chief Officers issues surrounding the future role of the Committee.
2. Proposed Arrangements
2.1 Following discussions with the Committee's Chair and with the key Chief Officers, it is proposed to set aside a full day in order to hold both the conference and the seminar with Chief Officers. The proposed date is Tuesday 1st July. Once again, the Constabulary has generously made available its facilities at Netley.
2.2 The day would begin with the annual conference. This would include presentations by staff in the Youth Offending Team, and, it is hoped, by young people and parents who have received services from the team.
2.3 The conference would be followed in the latter half of the morning by a joint seminar with members of the Chief Officers Group, and the Youth Offending Team Management Board. The respective chairs of these groups, Mr David Scott, Chief Probation Officer, and Mr Peter Robertson, Chief Executive of Hampshire County Council, have both indicated their willingness to attend. The Committee would have the opportunity to review with members of these two bodies, the ways in which inter-agency support and scrutiny can best be provided for the Youth Offending Team in the future.
3. Next Meeting of the Committee
3.1 The Committee has previously agreed that its next meeting would take place on Wednesday 18th June. In view of the proximity of this date to the proposed date of the conference and seminar, Members may wish to consider postponing this meeting for two weeks. The conference and seminar could then be followed by lunch and an afternoon business meeting of the Committee.
3.2 The option of leaving the meeting date unchanged and holding the conference and seminar on 18th June was explored. However, this did not prove possible.
4. Recommendation
It is recommended that:
i. The Committee hold its annual conference for 2003 on Tuesday 1st July at Netley.
ii. A joint seminar with the Chief Officers Group and the Combined Youth Justice Committee be held on the same day.
iii. The meeting of the Committee currently arranged for 18th June, be postponed to the afternoon of 1st July.
