1. Summary

1.1 The following decision is sought:

That the Transforming Youth Work - Resourcing Excellent Youth Services be recognised as an aspirational document from the Department for Education and Skills (DfES).

2. Reasons

2.1.1 The Youth Panel at its meeting on 11 March 2003 advised the Executive Member for Education to adopt the Transforming Youth Work - Resourcing Excellent Youth Services as the aspiration for developing future Youth provision in Hampshire.

2.2 However, the aspirations refer to targets which do not reflect the impact of the education funding review, Hampshire's rural and urban mix and the impact of deprivation in the County. In the light of these issues the document cannot be adopted for Hampshire County Council and the Executive Member will respond to the DfES setting out the areas of concern.
