      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

There are no landlord funded works being undertaken as part of this scheme.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

        Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of 2,636 per year or £4.11 per m2.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The forecast number on roll for Brookfield School is projected to rise to 1,750 by September 2005. Funding for this expansion was secured from a successful bid to the DfES, the borrowing authority.

          On completion of this project the School will have the capacity to cater for 1,750 pupils.

      3. DETAILS OF SITE

          LOCATION

          Brookfield Community School is located at Brook Lane, Sarisbury Green.

          ADJOINING LAND AND BUILDINGS

          Residential developments lies to the east, south and west of the school campus, with open playing fields to the north-west. Sarisbury County Infant Schools lies to the west of the playing field on this shared site.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area for the school is 27.33 acres (11.06 hectares). The DfES guideline for a school of this size is 27.72-29.97 acres (11.22-12.13 hectares).

          PLANNING POSITION

          A formal detailed planning application was submitted to the Planning Officer (Director of Environment) during April 2003.

          SUITABILITY FOR PROJECT

          These proposals will provide a new Performing Arts building for the school.

          The current music department is located close to residential development on the southern boundary of the school; a Noise Abatement Notice was served on the school during October 2001, with further warnings from Fareham Borough Council in May 2002. Hampshire County Council has investigated various remedial measures, the high cost and uneconomic nature of which has resulted in an investigation into the potential for building a new dedicated music block away from residential boundaries.

          The current drama block is located in a single-storey extension to the Sports Hall, adjacent to the Fitness Centre. The facilities are below current recommended standards, with limited access and poor acoustic performance.

          It is therefore proposed to construct a new stand-alone Music and Drama building to provide the school not only with a solution to the problems outlined above, but also much needed dedicated purpose-built curriculum spaces containing flexible lighting and suitable acoustic control.

          RESULTS OF TRIAL BORE HOLES

          It has been assumed piled foundations will be required as per previous phases at the School.

          ACCESS

          The main pedestrian and vehicular access to the site is from Brook Lane with an additional pedestrian access from Brookfield Gardens.

          A temporary access for construction work is required from Brookfield Gardens

          COMMENTS ON SITE LAYOUT

          The school campus lies to the south of the site. The proposed Performing Arts buildings would be positioned to form a third courtyard within the school, between `M' Block and the Sports Hall.

          MAINS SERVICES POSITION

          The existing mains services are considered to be of a sufficient capacity to be extended and adapted as required to serve the proposed new accommodation.

          MAINTENANCE IMPLICATIONS

          The site will be maintained in accordance with current County Council standards.

            LANDSCAPE PROPOSALS

          A previously backfilled swimming pool forms a grassed area in the centre of the new courtyard, and it is proposed to construct a new path between `M' Block and the new building in a route across the courtyard. The path opens out to form an external circulation area in front of the new building, curving around to link in with the existing path along the sports hall edge. A new area of hard and soft landscaping will be provided in the new space formed between the rear of the sports hall and music classrooms.

          There will be associated tree and shrub planting within these areas.

      4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          The building takes the form of three elements. The first houses the largest spaces, two Drama classrooms at 120m² and 80m². The second contains the music classrooms and faces onto a new hard landscaped quad between it and the rear elevation of the existing sports hall. It is separated from the primary block by an entrance atrium, which forms a double height void across the building. The third contains ancillary accommodation.

          The new building will provide:

          Male/female/accessible wc's

          PLACES PROVIDED

          150 additional places.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The campus comprises a mix of traditional and SCOLA buildings including the original early 20th century red brick courtyard building. Additional buildings were constructed from 1958 to 1969, throughout the 1990's and most recently the `M' block which was constructed in 2001 and completes the courtyard to the north.

          TEMPORARY BUILDINGS

          One temporary building exists on site and will remain in use after this project is completed. No temporary buildings will be required for this scheme.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The new building has been designed to form a third courtyard within the school, consolidating the existing buildings in the vicinity and relocating the music rooms to a site away from residential development.

            TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The building will be constructed with brickwork elevations to match adjacent buildings.

          The pitched roof is covered in profiled metal, the remaining parts will be of high performance covering which will also allow access to the air handling plant equipment situated above the first floor corridor.

          FACILITIES FOR THE DISABLED

          Level access throughout the building. A lift to be installed for access to the first floor. There is one accessible wc.

          HEATING AND VENTILATION SYSTEMS

          Heating: underfloor heating from gas-fired condensing boiler.

          Ventilation: an air handling system to drama/music rooms, natural ventilation to all others parts of the building.

          SPRINKLER SYSTEM

          In accordance with the new Hampshire County Council Policy statement, this is not a stand alone building on a green field site and, in addition, an assessment concludes this to be a very low fire risk category building and, therefore, a sprinkler system will not be installed within the development.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          As stated earlier in this report, Hampshire County Council has investigated various remedial measures which have the potential to reduce the sound break out from the existing music building. However, the costs for carrying out these works are prohibitive and so an alternative solution of providing a stand-alone music and drama building in a position away from residential development has been progressed.

          CAR PARKING

          The car parking arrangements at this school will remain unaltered.

          CONSULTATIONS

          The following have been consulted during the development of the project: Brookfield School Governors, County Education Officer, Director of Environment, Estates Practice, Sport England.

      5. THE BUILDING DEVELOPMENT

          These proposals will provide a purpose designed Performing Arts building for use by the school, at the same time avoiding noise problems which have led to complaints from neighbouring residents.
