      That the building design project appraisal for the scheme to provide an additional 210 basic need places at Elvetham Heath Primary School be approved.

        Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £2,268, £3.74 per m2.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          The Elvetham Heath housing development of some 2000 houses will create significant numbers of primary aged pupils.

          Two bids to the Department for Education and Skills (DfES) have been successful, enabling a 420 place primary school to be built.

          3. DETAILS OF SITE

          LOCATION

          Elvetham Heath Primary School is located at Turners Way, Elvetham Heath.

          ADJOINING LAND AND BUILDINGS

          The school site is bordered to the south by a supermarket car park , nursery and church. To the west is a community playing field and tennis courts. Turners Way runs along the border of the site from west to north with new housing, the M3 Motorway and Fleet Services beyond. To the east is residential accommodation, a "local square" and the High Street.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area for the school is 3.95 acres (1.60 hectares). The DfES guideline for a school of this size is between 2.3 and 2.65 acres (0.96 and 1.1 hectares).

          PLANNING POSITION

          A formal detailed planning application was submitted to the County Planning Officer during January 2003.

          SUITABILITY FOR PROJECT

          These proposals will provide additional accommodation for a further 210 places to serve the new housing development of some 2,000 dwellings and will provide accommodation and facilities to enable the school to become a 2FE primary school.

          The proposals outlined in this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.

          RESULTS OF TRIAL BORE HOLES

          The site investigations undertaken in September and November 2001 for the construction of the original school building will be used for this next phase of work. The ground conditions were found to be topsoil or made ground overlying mixed strata which consisted mainly of sands to the depth of the trial holes.

          The proposed foundation will be to a depth of 1m generally with localised areas being deeper. The floor construction is to be 150mm deep ground bearing concrete slab.

          ACCESS

          Vehicular access to the site is from the south eastern corner. This entrance leads to the staff car park and also serves the kitchen / service deliveries and is used for refuse collections.

          Pedestrian access is from the eastern boundary, adjacent to the local square, which leads to the courtyard at the front of the school.

          A second vehicular and pedestrian entrance exists to the west of the site and it is proposed that entrance remain in use for the duration of the construction of the new extension. As part of the agreement between Hampshire County Council and Elvetham Heath Developments, this vehicular and pedestrian access will be closed and the perimeter landscape reinstated on completion of the school.

          Following the removal of the temporary school and completion of the building and external works the pedestrian and vehicular access for the car park off Turners Way to the north of the site will be reinstated. This will involve the removal of the temporary car park, turning head and gates. The vehicular access will be retained to enable maintenance of the playing fields and external areas.

          COMMENTS ON SITE LAYOUT

          The site is of a triangular shape and slopes from the highest point in the west, with a fall of about three metres, to the east.

          The temporary school is located to the north west of the site and the new school, still currently under construction, is positioned towards the eastern boundary of the site with buildings arranged in a linear form running from south to north. The building has been designed so that the entrance and principal shared areas adjoin the local square and the main entrance is accessed via a courtyard which has a covered waiting area.

          COMMENTS ON SITE LAYOUT continued....

          The vehicular entrance and staff car park are located in the south east corner.

          An informal hard play area and reception play area adjoins the western elevation of the building with a grassed playing field extending to the north and west. A hard surfaced games court lies to the west of the playing field.

          The proposed extension to the primary school will adjoin the western elevation of the building. The new accommodation will adjoin the linear teaching/library/admin block of the original school connected by a link block housing a new ICT room and circulation corridor/ramp.

          The majority of the new teaching accommodation will extend in a linear north/south block to mirror the original school building. The link block then enables two courtyards to be created to the north and south.

          MAINS SERVICES POSITION

          The existing mains services were installed to be of a sufficient capacity to be extended and adapted as required to serve the proposed new accommodation.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

            LANDSCAPE PROPOSALS

          Many of the external facilities and landscaping for the site will be completed as part of the first phase of works. The landscaping associated with this scheme will comprise:

          - extension of existing formal hard surfaced play court

          - construction of informal hard play areas accessible directly from the new classrooms and shared areas

          - creation of other soft grassed areas (to be enhanced by the school at a later date as part of the Landscape Development Plan)

          - screen of planting to the western boundary of the site

          - low level planting to the perimeter of the new accommodation and courtyard areas.

      4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          The proposed single storey extension will adjoin the western elevation of the existing school and will provide the following accommodation:

          - ramped link / corridor

          - ICT Suite

          - 6 classrooms

          - three shared areas

          - deputy head teacher's office

          - pupil WCs

          - Accessible WC

          - circulation areas

          - PE store

          - caretakers store

          PLACES PROVIDED

          Upon completion of these proposals an additional 210 places will be provided.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The site of the new school was reserved, as part of the planning agreement, to serve the new Elvetham Heath housing development.

          TEMPORARY BUILDINGS

          The temporary buildings currently located on this school site comprise seven classrooms, a hall and WCs. These will be removed during the summer 2003 when the first phase of work to construct the new 1FE school is complete.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The original school was designed to minimise any adverse effects to the site and the surrounding area. Where possible materials have been chosen to match or compliment the form and materials of the existing surrounding buildings. The new extension has been designed and materials chosen to match the original school building.

            TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The proposed new accommodation will be constructed from the same materials as used in the first phase of construction and will consist of:

          - facing brickwork to the external walls with areas of horizontal timber cladding at lower levels

          - plain clay tiles to the pitched roof

          - polyester powder coated aluminium framed windows.

          FACILITIES FOR THE DISABLED

          The new extension will be constructed 800mm above the finished level of the first phase of the school building to reflect the topography of the site. This has necessitated the provision of a ramp within the link between the two parts of the building.

          The new accommodation will have level access throughout and an Accessible WC will be provided in the new accommodation.

          HEATING AND VENTILATION SYSTEMS

          A new energy efficient gas fired condensing boiler serving a low pressure hot water system feeding radiators will be provided in the plant room in the proposed new accommodation.

          Ventilation will be by natural means via opening windows.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by Building Regulations.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          The proposed extension to create a 2FE primary school and double the capacity of the existing 1FE school is a direct result of the new housing development in Elvetham Heath.

          CAR PARKING

          The school car park currently has 11 car parking bays, including one disabled bay. An area for delivery vehicles exists in the south east corner of the site adjacent to the main vehicular entrance.

          Visitors to the school use the nearby Village Square or supermarket car parks. Disabled visitors can use the school car park by special arrangement or use the nearby car parks where there is level access to the school.

          An additional ten car parking bays will be provided as part of this project.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, Borough Council, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.

      5. THE BUILDING DEVELOPMENT

          The original school building was designed as an integral part of the overall Elvetham Heath development. These proposals will provide additional accommodation that will match the design of the original school and will enable the school to function as a 2FE Primary school.
