That the building design project appraisal for the scheme to provide a new Sports Hall at Fernhill Secondary School be approved.

There are no landlord funded works being undertaken as part of this scheme.
Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.
Building Cost - Net Cost = £847 per m2 which includes abnormals of £37 per m² associated with the substructure

(a) Energy Costs
Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £3,950, £4.30 per m2.
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
The portfolio of schemes submitted to the New Opportunities Fund were linked directly to the AMP priorities of the LEA, which identifies schools without sports halls as a high priority. This scheme at Fernhill School is the first of four Sports Hall projects to be identified for funding from the NOF programme.
3. DETAILS OF SITE
LOCATION
Fernhill Secondary School is located at Neville Duke Road, Farnborough.
ADJOINING LAND AND BUILDINGS
The school site is bounded by the residential development of Hawley Road and Orchard Close to the north, Cypress Hill Court and Field Road to the west, and Chapel Lane to the south and east. Fernhill Primary School is located within the same site.
AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS
The total site area for the school is 14.38 acres (5.82 hectares). The DfES guideline for a school of this size is between 14.04-15.29 acres (5.68-6.19 hectares).
PLANNING POSITION
A formal detailed planning application was submitted to the County Planning Officer during January 2003.
SUITABILITY FOR PROJECT
These proposals will provide a sports hall with changing/toilet and ancillary accommodation.
The proposals outlined in this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of School.
RESULTS OF TRIAL BORE HOLES
Trial pit excavations confirmed topsoil overlying medium-dense sands. Ground water was encountered at 2.1m depth. Recommendations are for standard spread foundations at a depth of 1.2m below existing ground level.
ACCESS
The vehicular and pedestrian access points to the school are from Field Road/Neville Duke Road. There is a second pedestrian access off Hawley Road.
COMMENTS ON SITE LAYOUT
Both schools are situated in the northwest part of the site. The playing field extends down the east side of the site. The proposed Sports Hall would be positioned to the south of the playing field, near the main entrance to the schools. This location was chosen because it does not impact on designated playing pitches. Its proximity to the main entrance helps to control the access of community users onto the site. The main entrance to the Sports Hall is accessed across a new courtyard area.
MAINS SERVICES POSITION
An upgraded electricity supply from the substation in Chapel Lane will run across the site to serve the school and the new Sports Hall.
All other existing mains services are considered to be of a sufficient capacity to serve the proposed new Sports Hall.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
Alterations to pathways will provide a more direct approach to the school. A paved courtyard/extended play area will be formed by extending the tarmacadam area adjacent to the science block, incorporating connecting footpaths and soft landscaping.
There will be minor upgrading works to the car park/overspill car park and tennis court areas.
Boundary planting to the southeast of the Sports Hall will provide a visual screen of vegetation between the new hall and the housing that backs onto the site.4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
The aim of this scheme is to provide a new Sports Hall facility at the School. It is proposed to construct the building to the south of the existing sports pitch, with single-storey changing wing on the northwest side of the building. Storage and plant are located between the changing block and the main hall.
PLACES PROVIDED
Upon completion of these proposals the school will provide 850 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The original school was built in the 1950's and is of traditional load-bearing brick construction. Further accommodation was added in the 1960/70's, a mix of load-bearing brick, SCOLA and steel frame construction. The existing buildings on site are considered to be in a good condition for their age and type.
TEMPORARY BUILDINGS
There are no temporary buildings on site and none will be required for these proposals.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
The Sports Hall has been designed and materials chosen to complement the form and materials of the original school building where possible. Materials have been selected of a suitable quality given the sensitivity of the buildings' proximity to neighbouring residential properties.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
The Sports Hall will be constructed with facing brickwork (to 3.7m) to complement the existing school building. The cladding above will be low-reflectivity metal panels running horizontally. The roof will be grey, curved standing seam. External doors will be of timber construction.

The changing block will be constructed with facing brickwork to complement the adjacent 1960's block, extending to a height of 3.7m. The roof will consist of a high-performance roofing system, with falls. Windows and glazed entrance screens will be powder-coated aluminium.
FACILITIES FOR THE DISABLED
Level access will be provided throughout the proposed new accommodation, including the external approach and exit. An Accessible toilet/shower/changing area will be provided along with one shower and WC for the ambulant disabled.
Two disabled car parking spaces will be provided.
HEATING AND VENTILATION SYSTEMS
Heating:
Sports hall - gas fired boiler serving radiant panels;
Changing rooms/stores - warm air via the ventilation system.
Ventilation:
Sports hall - attenuated air extract system at high level. Discharge through gable ends with air inlet louvres at low level.
Changing rooms, toilets and stores - mechanical extract fans.
SPRINKLER SYSTEM
The appraisal is being considered prior to the formal introduction of the new County Council policy on sprinklers.
This is not a stand-alone building on a green field site and, in addition, an assessment concludes this to be a very low fire risk category building and therefore a sprinkler system will not be installed within the Sports Hall.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
The proposals outlined in this design project appraisal have been approved by the Headteacher and Governors of the school and are considered to be the most appropriate in providing the school with a new Sports Hall and ancillary accommodation.
CAR PARKING
Three additional car parking spaces will be provided as part of these proposals.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, Borough Council, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.
5. THE BUILDING DEVELOPMENT
These proposals will provide a new Sports Hall, appropriate storage and changing facilities to accommodate two classes each of 30 pupils.
