1. Summary
1.1 The following decision is sought:
That the site of The Pheonix Unit, Lunedale Road, Dibden Purlieu be declared surplus to educational requirements.
1. Reasons
2.1 The Phoenix Unit, formerly a Pupil Referral Unit serving the local area, occupied a temporary unit on a site shared with an adult education centre managed by Totton College. In September 2002 The Phoenix Unit amalgamated with the Highwood PRU to form The Forest Education Centre. This is based on a new site at Cabot Drive, Dibden Purlieu and the existing site was vacated. There is no continuing requirement for the site for LEA purposes. The terms of the transfer of the adjacent site to Totton College provided for the college to have the first opportunity to purchase if the Phoenix site should become surplus.
2.2 On 13 February 2003 the Executive Member, Policy and Resources, agreed to the disposal to Totton College and to the retention of 100% of the sale proceeds to offset the cost of establishing The Forest Education Centre, which was met from the education budget.
