1. Summary
1.1 The purpose of this report is to provide an update of the progress made in implementing those schemes in the Education Committee's Capital Programme with a value of between £43,000 and £216,000 (exclusive of fees). The report also seeks approval to the negotiation of a package of works at Richard Aldworth School with Ketley Construction.
2. Current Position
2.1 The attached tables summarise the current position in relation to schemes funded by the Education Committee's 2002/03 Capital Programme including Minor Works, New Deal for Schools Modernisation Fund (NDS), Seed Challenge, William Price Trust, Schools Access Initiative and Key Stage 2. The tables provide details of the funding, a brief description of the works and a summary of the current position.
3. Burley Primary School, Ringwood
3.1 Following a successful bid under the SEED Challenge Initiative funding of £68,500, excluding fees, has been added to the Education Committees 2002/03 Capital Programme to extend the existing school hall. The school has contributed £95,900, excluding fees, towards the work.
3.2 The scheme proposes an extension to the existing hall which will include a new boiler room and new ramp servicing a new exit door from the extended hall will be funded through the Schools Access Initiative Funding of £6,500, excluding fees.
3.3 The extension will be located on the hard play area of the school and the existing hall will be upgraded to provide more communal space for the school. The extension has been designed to complement and enhance the existing school both in scale and use of materials.
3.4 A level access to the school will be provided by landscaping the area next to the hall extension.
3.5 No temporary accommodation will be required during construction and the scheme will not affect current or future parking arrangements.
3.6 The hall extension will be constructed of red brick and plain clay tiles to match the existing building. The original front window of the hall will be restored and re-used in the new extension. All other doors and windows will be timber to complement the existing building.
3.7 The value of the work is currently estimated to be £170,900, excluding fees. In addition to the above sum, the external works will be funded by the school when suitable funding is identified.
3.8 It is anticipated that tenders will be invited during February 2003 and work will commence during the Easter break in April 2003 and be completed during September 2003.
4. Meonstoke Infant School, Southampton
4.1 This school has been successful in receiving funding following a successful bid to the Department for Education and skills (DfES) under Basic Need. Accordingly an allocation of £189,000, excluding fees has been added to the Education Committees Capital Programme.
4.2 It is proposed that the funding will be used to replace the temporary classroom with a new classroom. It will be built of brick and flint with a concrete tiled roof to match the existing. The library and waiting area will link with the new classroom and both sides will be glazed. A new WC and Shower Room will be created in the existing school together with a new store cupboard.
4.3 Tenders are due to be invited in February 2003. It is anticipated that work will commence on site during April 2003 and be completed during September 2003.
5. Richard Aldworth Community School, Basingstoke
5.1 Following receipt of the 2002/03 Schools Access Initiative (SAI) funding £173,913, excluding fees, has been allocated to this school. Of this £80,000, excluding fees, was used in an initial phase of work which is due for completion in January 2003. The remaining funding of £93,913, excluding fees, will be used for further access improvements including:
· Redevelopment of the area between two blocks of accommodation to make it safer for pedestrians;
· Refurbishment of accessible toilet;
· Improved access to lift in Dartmouth Block, first and second floor;
· Improved access to Ceramics Room;
5.2 It is proposed that this phase of work be undertaken early in 2003. In order to meet this timescale it is proposed that the work be negotiated with Ketley Construction, the contractor currently on site. Accordingly, approval is sought to the negotiation of this final phase of works.
5.3 Ketley Construction have successfully completed other similar schemes on County Council sites to a tight timescale. The contractor has a good working relationship with the school, together with a good working knowledge of the site and negotiation of this final phase of work would achieve a competitive price.
6. St Lawrence Primary School, Alton
6.1 Following a successful bid under the SEED Challenge Initiative, funding of £43,478, excluding fees, has been added to the 2002/03 Education Committee's Capital Programme. The School has contributed £50,000, excluding fees, to the scheme.
6.2 It is proposed to construct a new single storey resource library together with a new entrance lobby which will infill the courtyard. The existing porch/cloaks area will be demolished and new high level glazing will be installed to maintain daylight to existing classrooms. The new extension will have a flat roof with a high performance felt covering and a new brick gable will be constructed to create an elevation in keeping with the existing school. A projecting wall has been designed to highlight the new glazed entrance porch. A new opening will be formed into the school office and a new reception desk will be installed.
6.3 It is anticipated that tenders will be invited during February 2003 and work will commence during the Easter break in April 2003 and be completed during September 2003.
Recommendations
1. That the report be noted.
2. That approval be given to the negotiation of a package of works, as outlined above, to the value of £93,913, excluding fees, with Ketley Construction at Richard Aldworth Community School, Basingstoke.
