Safety Cameras on Hampshire Trunk Roads

1. Summary

1.1 The following decision is sought:

    That approval be given to enter into an agreement under Section 6 of the Highways Act 1980 with the Highways Agency to permit the County Council to install speed (safety) cameras and associated signing on the A36 trunk road at West Wellow on behalf of the Secretary of State and the Highways Agency.

2. Reasons

2.1 Following acceptance of the Hampshire Safety Camera Partnership's operational case for 2003/04, speed camera enforcement by means of fixed cameras is planned on the A36 trunk road at West Wellow. The Highways Agency is requesting that the County Council acts on its behalf to install the proposed cameras and associated signing at this location. Within the terms of the Hampshire and Isle of Wight Safety Camera Partnership submission to the National Project Board, the County Council will be in a position to recoup all incurred expenditure associated with this installation.

2.2 Since the casualty savings that should result from the installation of speed cameras on this length of road will be reflected in the County Council's casualty return figures, through both the Partnership and the local Public Service Agreement, it is proposed that the County Council enters into such an agreement under the Highways Act 1980 to permit the County Council to carry out these works.

3. Other Options Considered and Rejected

3.1 Not to enter into an agreement with the Highways Agency to install safety cameras on the A36 trunk road.
