1. Summary
1.1 This report outlines the outcome of an assessment of cycle routes in the South East Hampshire Transport (SEHT) Strategy Area, and recommends that further development work towards implementation continues for cycle schemes across the area.
2. South East Hampshire Transport Strategy Cycle Network Priority Assessment
2.1 Assessment work to review and prioritise cycle schemes throughout the area has been completed by Atkins, and a draft report is available to view at each of the District Councils, and at the County Council. A total of 129 proposed cycle routes have been assessed and scored in terms of attractiveness, strategic value, impact on safety, public transport, education, commuting, retail and leisure trips. As part of the preparation work Atkins consulted with officers from Hampshire County Council and the Borough Councils of Fareham, Gosport and Havant, together with the Cyclists' Touring Club.
2.2 An executive summary and results are shown in the attached appendix, divided by individual boroughs and ranked low, medium and high priority. Plans showing the routes will be displayed at the meeting. Reference has also been made to their deliverability. This requires more detailed consideration, with further work needed to clarify land ownerships, planning, additional measures, costs, cost effectiveness, and an overall evaluation against Central Government and local targets. It is suggested that local and SEHT-wide priorities are established before taking forward the cycle routes for further development. The additional investigations could mean that some routes are ruled out. Officers are currently reviewing the findings of the study. Members are asked to endorse this approach and indicate their preferences for cycle route development in their respective areas.

SEHT Cycle Network Review and Priority Assessment
Executive Summary
This report presents the results of an assessment of the proposed cycle network for the South East Hampshire Transport Strategy. The report sets out the background to the study, including a review of relevant documents (eg the borough cycling strategies). Separate sections focus on the opportunities for integration with public transport in the study area, and a breakdown of distances between the key settlements.
The results of the priority assessment form the main part of the report, which also includes a section that explains how individual scores are awarded. The results are divided into the individual boroughs of Gosport, Fareham and Havant. Proposed cycle routes are assessed in terms of: attractiveness, strategic value, impact on safety, public transport, education, commuting, retail (and other A-B trips) and leisure. The results of the assessment range from scores of 11 for one route to 33 for three routes. The routes were presented on two maps, one for Fareham and Gosport and another for the Havant area.
A total of 129 routes have been assessed within the study, including 34 additional links identified by Atkins, Cyclists' Touring Club (CTC) and the local boroughs. The assessment outlines 20 high priority routes with scores of 30 points or above. Nine of these routes were located in Fareham, 2 in Gosport and 9 in Havant. Gosport's fairly extensive cycle network and the fact that this is the smallest district could explain the low number of high priority routes here.
The results for each category were arrived at through a process of site visits, local consultation and map work. During the site visits, each proposed route was cycled and notes were taken on issues such as traffic conditions, gradients, road widths, land use and general attractiveness. Local consultation was carried out with borough officers and representatives of the CTC. Maps were used to establish the proximity of each route to facilities such as train stations, schools and town centres.
Information is provided (derived from national guidance) on how to select the appropriate cycle facility for each proposed route. A table of national traffic flows is also provided to enable an approximate conversion from the traffic flow data recorded in the site visits to peak-time traffic flows.
Although the focus of this project has been to carry out a priority assessment of proposed cycle route infrastructure, recent policy experience has showed that, although an important starting point, cycle infrastructure alone has little impact on levels of use. With this in mind, a range of non-infrastructure based potential site-specific initiatives are outlined towards the end of the report, which will be instrumental in achieving an increase in the number of cycle trips, along with the prioritised cycle routes. A section on monitoring both the implementation programme and the levels of cycling is also included.
