1. Summary
1.1 The following decision is sought:
That an Order be made under Sections 1, 2, 4, 32, 35 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, the effect of which will be to restrict waiting and amend parking place provision in St Thomas Park, Lymington, as specified in Appendix 1 of this report and shown on the attached location plan TS3855 and as per detailed drawing R412(a) Revision 1, which will be displayed at the meeting.
2. Reason
2.1 The proposals have been put forward following a review of waiting restrictions in a number of roads in Lymington and Pennington. Proposals for St Thomas Park were withdrawn from a Lymington Various Roads Order, which was brought into effect in September 2002. It was withdrawn to allow further consideration of amended proposals, taking account of objections and comments received. The revised proposals have been developed in liaison with the local Member, Councillor Hayes, New Forest District Council Members, Lymington and Pennington Town Council and the Police. The proposals are aimed at providing reasonable protection to residents' accesses and control of on-street parking close to the town centre.
3. Other Options Considered and Rejected
3.1 Four letters were received following the formal advertisement. Appendix 2 summarises the key issues raised in the objections and sets out proposals that are recommended to be implemented in a modified form in the light of comments/objections received.
3.2 Councillor Hayes and other local representatives have been reconsulted under the former agency arrangements by New Forest District Council and have confirmed their support for the proposals to be implemented as recommended in this report. The Police are also in agreement.
