1. Summary
1.1 The following decisions are sought:
(i) That the following modifications for the Elvetham Road traffic calming scheme be approved, subject to the total project spend not exceeding £150,000:
(a) replacement of the red surfacing at the western end with raised textured surfacing, to improve driver awareness;
(b) resite the build-out at No. 111 to a point further west, to reduce the chicane conflict effect;
(c) remove the build-out at No. 20 and introduce an overrunnable island, to reduce high traffic flow grid lock;
(d) reduce the widths of the overrunnable islands and ensure that the remaining lane widths are 2.6 metres to reduce the maintenance burden;
(e) enhance the reflective strips on the bollards to make the build-outs more conspicuous;
(f) provide overrunnable central islands at the start of the anti-skid surfacing prior to each build-out, to encourage lane discipline; and
(g) provide advisory cycle lanes through each build-out feature, to assist cyclists.
(ii) That Hart District Council be informed that:
(a) speeds have been reduced by 6 to 10 miles per hour; and
(b) following the modifications further consultation takes place regarding the effectiveness of the scheme.
(iii) That a further report be made to the Hart Highway Management Advisory Panel on 9 October 2003.
2. Reason
2.1 To implement the proposed modifications to the traffic calming scheme in Elvetham Road so that further consultation can be carried out with the local community and the results reported to Hart District Council.
3. Other Options Considered and Rejected
3.1 No other options considered as the traffic calming scheme is already in place.
3.2 A report was considered by the Hart Highway Management Advisory Panel on 21 March 2003, which was informed that the complete removal of the traffic calming scheme was no longer to be considered.
