1. Summary

1.1 The following decision is sought:

That, subject to any further consideration that may arise, Winchester City Council be advised that at such time as a copy of the published Revised Deposit Local Plan is served on the County Council under Section 46 of the Town and Country Planning Act 1990, a statement will be supplied to Winchester City Council stating that the Winchester District Local Plan Review is in general conformity with the Hampshire County Structure Plan 1996-2011 (Review).

7. Background

7.1 The Revised Deposit Winchester District Local Plan Review is due to be published in May 2003. A statement of conformity has been requested by Winchester City Council. The plan covers the district for the period 1996 to 2011 and will replace the existing Winchester District Local Plan (1998).

7.2 From May the plan will be placed on deposit for six weeks to allow for formal objections to be made. The Plan will be subject to a Public Local Inquiry.

7.3 The purpose of this report is to comment upon the strategic conformity issues. The County Council will be able to submit formal objections or representations on specific matters or policies following the deposit in May. A copy of the local plan text, as agreed for publication by Winchester's full Council, is available in the Environment Department Library.

8. Revised Deposit Plan: Reserve Provision for Housing Development

8.1 The Hampshire County Structure Plan (Review) requires reserve housing provision to be identified in local plans under Policy H4 for the development of a further 2,000 dwellings at Winchester City (North) Major Development Area (MDA) and an additional 1,000 dwellings at West of Waterlooville MDA.

8.2 The First Deposit Winchester District Local Plan Review identified an area of search for up to an additional 1,000 dwellings at the West of Waterlooville MDA and an area of search for Winchester City (North) MDA. In certifying that the First Deposit Local Plan was in broad conformity with the Structure Plan, the County Council advised Winchester City Council that it expected the Second Deposit Local Plan to define the boundaries of these reserve MDAs and contain policies setting out the requirements for the master planning of these developments.

8.3 Further detailed technical work has been carried out and the boundaries of the reserve MDAs at Winchester City (North) and West of Waterlooville have been defined in the Revised Deposit Local Plan. The reserve MDA at Winchester City (North) will be located between Andover Road, Wellhouse Lane and the railway line. The reserve provision for the MDA at West of Waterlooville is located to the west of the area identified for major development and to the east of Newlands Lane/the overhead pylons.

9. Remaining Matters in the Local Plan

9.1 As with the First Deposit Local Plan, there are no other issues in the Revised Deposit Winchester District Local Plan Review which raise issues of conformity.
