Summary

1.1

The following decisions are sought:

That the Executive Member Policy and Resources be advised that the Executive Member for Education supports the project appraisal for the construction of additional basic need places at Elvetham Heath Primary School at an estimated cost of £1,120,000, excluding fees.

That, subject to the views of the Buildings, Land and Contracts Panel, the Leader be asked to approve the project appraisal for the construction of additional basic need places at Elvetham Heath Primary School at an estimated cost of £1,120,000, excluding fees.

1.4

That in line with the report to the Buildings, Land and Contracts Panel on 26 March 2003 approval be given to the negotiation of this contract with TSL Construction.

Reason

2.1

To provide an additional 210 places to enable the school to become a 2 Form Entry (2FE) Primary School.

2.2

TSL Construction are currently on site with the first phase of works and negotiation of this next phase of work will provide continuity and will avoid the need to have two contractors working on site at one time. Economies of scale will be achieved by applying the rates previously used for phase one.

Other options considered and rejected

3.1

The need of the school for the facilities in question has been identified as a priority and the works set out in the design project appraisal are considered to be the most appropriate and cost effective way of meeting that need.
