Summary

1.1

The following decisions are sought:

That the Executive Member for Policy and Resources be advised that the Executive Member for Education supports the project appraisal for the construction of a Sports Hall, associated changing/toilet and ancillary accommodation at Fernhill Secondary School at an estimated cost of £1,080,000 excluding fees.

That, subject to the views of the Buildings, Land and Contracts Panel, the Leader be asked to approve the project appraisal for the construction of a Sports Hall, associated changing/toilet and ancillary accommodation at Fernhill Secondary School at an estimated cost of £1,080,000 excluding fees.

1.4

That in line with the report to the Buildings, Land and Contracts Panel on 16 October 2002 approval be given to the negotiation of this contract with Brazier.

Reason

2.1

To provide a robust and practical sports hall to create a step change in school use. The new hall is expected to generate an expansion of the existing programme of community lettings outside school hours.

2.2

Brazier are working with the Director, Property, Business and Regulatory Services to develop and tender the project as the pilot scheme for the NOF portfolio. The earliest realistic start on site is subject to formal NOF approval and would be the end of May 2003.

Other options considered and rejected

3.1

The need of the school for the facilities in question has been identified as a priority and the works set out in the design project appraisal are considered to be the most appropriate and cost effective way of meeting that need.
