1. Summary

1.1 The following decision is sought:

    That the attached Project Appraisal for the safer routes to school scheme for St Lukes School, Sway be approved.

2. Reason

2.1 To implement the provision of safer crossing points and additional footways in Sway to aid children walking to school and improve general safety for pedestrians.

3. Other Options Considered and Rejected

3.1 A controlled crossing on Station Road was investigated but it did not meet the required PV² value to justify its installation in accordance with the County Council's policy for providing pedestrian crossing facilities.

4. Conflicts of Interest Declared by the Decision Maker or a Member or Officer Consulted - None.

5. Dispensation granted by the Standards Committee - Not applicable.

6. Reason(s) for the Matter being dealt with if Urgent - If this Project Appraisal is approved immediately it will allow a contractor to carry out the majority of works during the Easter school holidays. This will minimise disruption to pedestrian movement on the approaches to the school.

STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

This scheme is included in the County Council's Safer Routes to School Programme for 2003/04 to provide safer routes to school for children attending St Lukes School in Sway. This forms part of the County Council's strategy set out in the Local Transport Plan aimed at improving safety for school children travelling to and from schools.

The measures proposed have been developed taking account of the School Travel Plan produced by the school, with input by the pupils themselves.

ROAD IMPROVEMENT PROPOSAL (Client Department)

National/County Network and Policies

The scheme is part of a programme of works aimed at providing safer routes to school for pupils in Hampshire, which is one of the main objectives of the County Council's Local Transport Plan.

Details of Scheme and Design Standards

The scheme involves the construction of a new section of footway on the east side of Station Road, Sway, from its junction with Middle Road southwards for a distance of approximately 30 metres.

Uncontrolled crossing points on Station Road immediately north and south of the existing railway bridge, with dropped kerbs and anti-skid coloured surfacing together with a flashing amber light (FAL) system will be installed. New traffic signs on the approach to the crossing points will also be erected.

Further measures are proposed at the West Beams Road/Church Lane junction, which include coloured surface treatment at the junction with anti skid surfacing on the two approaches on Church Lane. The existing white lining at the junction will be re-marked, as well as the school `keep clear' markings outside the school entrance on West Beams Road.

The scheme has been designed in accordance with the Department for Transport and Hampshire County Council highway design standards.

Plans of the proposed measures are attached to this report.

Environmental Impact

The proposed scheme and the materials used in constructing the scheme will have no adverse impact on the environment.

Land Requirements

No land acquisition required. All works to be confined within existing public highway limits.

Statutory Procedures

All necessary statutory requirements have been satisfied in the development of these proposals.

Public Consultation

The Parish Council and the school have been consulted on the scheme and fully support the proposals.

Local Member's View

The local Member, Councillor Thornber, has been consulted on the proposals and fully supports the proposals.

Facilities for the Disabled

The additional footway, together with the dropped kerbed crossing points on Station Road, will assist disabled persons.

Maintenance Implications

The revenue implications of this proposal will be taken into account in the setting of the budget.

Crime and Disorder Act 1998

The provisions of this Act have no impact on this proposal.

Sustainability

The additional footway and crossing points will encourage more children/parents to walk to school instead of travelling by motor vehicle.
