1 Summary
1.1 The revised priorities for the Recreation and Heritage Department address the need to improve access, improve social inclusion, work on Creative Partnerships and develop the programmes of Departmental facilities.
1.2 This report identifies a number of projects providing activity that supports the national Creative Partnership initiative to be known locally as Creative Hampshire. Four of these have been worked up into exact proposals and others are still in the middle of negotiations with final costs yet to be identified. Further research and development are suggested so as to support the establishment of Creative Hampshire.
2 Creative Partnerships
2.1 Creative Partnerships is a government initiative, established to support work which enables young people and their teachers to work with professionals from the creative industries to develop creative and cultural capacity in the next generation. Funding is currently targeted at areas of deprivation. It supports work both in and out of school.
2.2 Hampshire County Council has approached the scheme management to express its determination to be involved as one of the Creative Partnership authorities. At a recent presentation to Arts Council England the County Council was advised that the definitions of deprivation are those of Neighbourhood Renewal Areas and the 10% most deprived wards in England. Hampshire has one ward which features as one of these latter areas, Warren Park in Havant.
2.3 The thinking behind Creative Partnerships is based on the work being led by the Department for Education and Skills (DfES) in conjunction with Arts Council England and in that capacity is supported by senior officers in both the Recreation and Heritage and Education Departments. The process of choosing (not called an application) now entails a ministerial decision guided by Arts Council England in due course.
3. Creative Partnership opportunities in Hampshire.
3.1 Research has been undertaken to identify the 50 arts organisations with a commitment to work with young people (many funded from Hampshire County Council's Recreation and Heritage budget), emerging specialist Arts Schools within the Local Education Authority and the burgeoning Discovery Centres, and other recreation and heritage sites.
3.2 It is suggested that Creative Hampshire will
· Enable access to information about work of this nature for schools, and other youth bodies.
· Enable access to information for arts organisations about schools, and other youth bodies that have proved effective partners for work of this nature.
· Set up and fund projects that move the Creative Hampshire agenda on.
· Act as clearing house for those requiring access to relevant good practice.
· Provide a meeting point for Education Service initiatives (especially Specialist Arts Schools and Hampshire Music Service) and Recreation and Heritage Department resources.
· Provide matching funding for initiatives that cover this area of work.
· Encourage potential partners to meet Creative Hampshire challenge.
· Evaluate the projects working in this area, especially those covered by Hampshire County Council partnership funding.
3.3 Attached as Appendices 1 to 4 are detailed analyses of four projects which are both actual schemes and indicative of the types of activity that might be included in the Creative Hampshire portfolio. The projects analysed include:
· Anvil Community Music Theatre: a large scale project involving 300 people and professional creative team
· BSO workshops in schools: an extra 178 workshops with young people across Hampshire
· BSO performances in schools: mini BSO works with 4 or 5 artists in schools giving a concert; this covers 50 schools
· Arts In Schools: a touring drama master class for teachers and children throughout the county
3.5 The total sum available within the Recreation and Heritage budget for the other projects below, as yet in the process of development, is currently £74,000 which it is proposed should be earmarked, subject to confirmation after negotiation of details with the different providers. Detailed budgets and funding will be allocated as they come to fruition.
3.5.1 Art Asia: an extension of the Art Asia promotions under the Bollywood label. This will enable Arts Asia to take part in the Hog the Limelight scheme and combine this with work in the specialist arts schools in the county.
3.5.2 Haymarket Theatre Truancy Project: a specially commissioned TIE show, touring to secondary schools in Hampshire is being piloted this year. This funding tops up resources from the Education Department, including the Education Welfare service and Education Committee to enable the show to tour further in the county for a second year.
3.5.3 Welsh National Opera in Gosport: as they cannot perform at the Mayflower Theatre in November, WNO plan to work in schools and the community in Gosport. Small scale opera, the chorus performing Gilbert and Sullivan to piano, a science and singing project with tenor recital and a special schools project are included in plans for WNO Max in Hampshire.
3.5.4 Havant Arts Active and Staunton Country Park: a project responding to the challenge of developing the programmes of departmental facilities. Havant Arts Active will work with the Country Park creating an event in the open air; where art, environment and creativity meet.
4 Evaluation.
4.1 The effectiveness of the funding provided will be analysed through rigorous evaluation. The inputs (funding) and outputs (numbers of participants etc) and outcomes (changes made, skills learnt, public good achieved) will be used. The cost of evaluation against all these outputs and outcomes would be impossible so a sample will be chosen.
4.2 It is expected that most of the projects will be able to increase the effectiveness of the County Council's investment through matching funding from elsewhere and seeking involvement of organisations already funded. Evaluations will identify the relevant value added.
5 Financial Implications
5.1 Funding for this activity is being found through adjustments within the budget for the Recreation and Heritage Department in the current year. There is sufficient within the Policy Fund to support the recommendations of £124,000. Funding will be monitored and managed by staff in the Recreation and Heritage Department who will be able to contribute to a report in this work next year.

Applicant Christine Bradwell, Director, The Anvil, Churchill Way, Basingstoke.
The Anvil is an independent charitable company running the large adaptable concert hall in the centre of Basingstoke, they are applying for funding for a major new large-scale Community Music Theatre project. This will involve up to 200 young people and 100 adults, working with a professional team. All will be involved in the creative process, begun in November 2002, culminating in five performances at The Anvil in April 2004.
Aims:- to build confidence and self worth in all the participants and to develop new skills on an individual and group basis that will have an ongoing and lasting benefit to local communities; particularly work with teachers and youth leaders will develop their own expertise in creative projects.
Participants:- from throughout North Hampshire. Work with schools targeted at Basingstoke's regeneration areas of Popley and Oakridge, semi rural Ecchinswell and special needs units at Roman House and Saxon Wood.
Professional team:- led by composer Howard Moody, poet Ian McMillan and the director/ writer Nick Stimson. All have experience working with large-scale community groups and have reputations as exciting and imaginative artists. An assistant director/ animateur, choreographer, six musicians and design and stage management will join them.

Evaluation
This project will be evaluated by reference to:-
Number of participants from Popley, Oakridge, Ecchinswell.

Number of teachers/youth workers undertaking follow up music theatre projects in following two years

Comment by Officers: The Anvil has a high reputation in developing and delivering quality arts projects involving many of the Basingstoke community and this application is in the same vein.
Recommended conditions to be attached to the funding:
This funding should be made to The Anvil Trust for it to deliver a high quality project for the people of the north of the county as participants, helper and audience. A post project report should be made to HCC concentrating on the evaluation.
Bournemouth Symphony Orchestra and Hampshire Music Service Appendix 2 Appendix
Applicant Bournemouth Symphony Orchestra and Hampshire Music Service
Bournemouth Symphony Orchestra is an independent charitable trust that runs one of the country's major orchestras.
This funding of £7,500 is sought to support the extension of the mini BSO workshops enabling 4/5 musicians to work in 50 schools in spring 2004 providing a live concert.
Aims:- to enable young people to hear and work with `live' musicians. To enable pupils to experience a concert and stimulate their desire to make music an important part of their lives.
Participants:- the project will take place all over Hampshire. Schools currently wanting these activities are currently excluded because they are over-subscribed, this will enable wider access.
In both cases, Hampshire Music Service has obtained funding from its own resources (including Standards Funding) to match the £7,500 requested..

Bournemouth Symphony Orchestra have a dedicated education officer, and are inevitably over subscribed. Demand from schools is a good indicator of quality and chimes with the Creative Hampshire ethos.

This funding should be made to BSO/HMS so they can develop the spread of love of music and skills to the young of Hampshire. A post project report should be made to Hampshire County Council concentrating on the measurement of outcomes.
Bournemouth Symphony Orchestra and Hampshire Music Service Appendix 3
Applicant Bournemouth Symphony Orchestra and Hampshire Music Service
Bournemouth Symphony Orchestra is an independent charitable trust that runs one of the country's major orchestras. The Hampshire Music Service is a direct service of the County Council funded through the Education Service.
This extra funding of £2,500 is sought to support an extension of the current workshops programme in Hampshire primary schools. This will involve an extra 178 half day workshops across the county based on the successful programme already under way and supported by the County Council.
Aims:- to enable young people to hear and work with `live' musicians. To enable pupils to develop their knowledge of a range of instruments.
Participants:- the project will take place all over Hampshire. Schools currently wanting these activities are currently excluded because they are over-subscribed, this will enable wider access.
HMS has obtained funding from its own resources to match the sum requested.

Evaluation
This project will be evaluated by reference to:-
Number of performances and attendances at these
Number of young people at workshops in rural areas especially Fordingbridge and the Waterside areas.

Arts In Schools Appendix 4
Applicant Tim Kelly, Arts Development Officer.
This project is run and managed by the County Arts Service.
This funding is sought to enable a peripatetic director to organise, coordinate and deliver education projects for pupils and training for staff in primary schools around the county towards strengthening Creative Partnerships work in Hampshire
Aims:-
The Creative Projects Director will be required to be accountable for delivering creative activities, training, coordinating and organising creative activities, funding, planning and evaluation, promotion in schools.
Participants:-
the project will take place all over Hampshire. Both pupils and teachers will be involved in activity promoted and run by the CPD..
Evaluation.
The Creative Projects Director will be tasked (amongst others) to
Direct delivery in schools of up to 120 days per annum
Lead activities with up to 5000 pupils and 300 teachers per annum
Employ and liaise with up to 20 other deliverers per annum

This project will release a great deal of energy into an area of primary schools work that requires support.
