1.1 In accordance with paragraph 1.16 of Part 3D of the Constitution, the purpose of this item is to report a decision by the Executive Member for Policy and Resources, in the absence of the Executive Member for Environment, as a matter of urgency in relation to developing safer routes to school.

2. The decision

2.1 The decision was made on 11 April 2003 and notified to all members of the Environment PRC on 15 April 2003. It was to obtain approval for a project appraisal for the safer routes to school scheme for St Lukes School, Sway.

2.2 The reason for the decision to be dealt with as a matter of urgency was to allow a contractor to carry out the majority of works during the Easter school holidays in order to minimise disruption to pedestrian movement on the approaches to the school.
