BEST VALUE REVIEW OF HAMPSHIRE POLICE AUTHORITY

1. Members have had an opportunity to consider the recommendations arising from the recently completed review of the Authority.

2. The review gave rise to 20 recommendations which have been broadly accepted by the Authority.

3. In particular, the Authority is supportive of the need to review its current statement of purpose and produce a strategic vision for the next three years which will assist in focusing Authority activity and ensure it has a clear idea of its future direction. In addition, the review has supported work already being undertaken to produce a joint consultation strategy with the Constabulary to capture the full range of consultation work in a co-ordinated and overarching way and which clearly defines the purpose of consultation and outlines how the various strands of the work conducted by both organisations links together.

4. Members have also agreed to examine the range of strategic and statutory documents that the Authority is required to produce with a view to streamlining this process if possible whilst, at the same time, continuing to produce readable and accessible documents for public consumption.

5. The Authority will also examine ways of streamlining its representation on various partnership groups and forging closer links with its local commanders in order to improve and develop a fuller view of the issues facing the Constabulary and of local action being taken to address them with the ultimate aim of interfacing more effectively with the public.

6. The review also highlighted the need for a member induction process, training package, and informal performance appraisal system to be developed and implemented, and work is underway in these areas.

7. In addition, Members recognised the need to acquire additional expertise to improve its capability to receive and interpret performance information and also to manage and conduct consultation and develop effective working relationships with various community partnerships. In this respect, the Authority will undertake further work to assess the need for additional resources before progressing further.

8. Other recommendations emanating from the review, and supported by the Authority, included putting in place improvements to its grant making process, strengthening its existing consultation arrangements, and improving the quality of information provided to those bodies responsible for appointing Members to the Authority.

9. Progress on all of the recommendations contained in the review will be monitored regularly and reported to the Authority.
