That the building design project appraisal for the two classroom extension to the Infant School and four classroom extension to the Junior School, plus associated works, be approved.

Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Value of Land already acquired for this Project
The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment. The Land and Property Review concluded that due to the slope, nature of the site and extensive landscaping, the usable areas are greatly reduced and there is no potential for land disposal.

(a) Energy Costs
It is anticipated that the additional increase in fuel cost for the school will be in the order of £665 per annum or £4.00 per m².
(b) Maintenance Costs
The detailed design and choice of materials will minimise future maintenance liability.
2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT
Following the review of school places in southwest Basingstoke, it was agreed to replace the temporary buildings at these schools with permanent accommodation.
3. DETAILS OF SITE
Hatch Warren Infant and Junior Schools, Basingstoke, are located on a shared site off Gershwin Road which lies to the northeast of the campus.
The total site area is 9.75 acres (3.9 hectares). The DfES guideline for a school of this size is between 6.37-7.62 acres (2.58-2.94 hectares).
PLANNING POSITION
A planning application for the scheme was submitted on 28 March 2003.
SUITABILITY FOR PROJECT
This project will provide two additional classrooms and shared resource area at the Infant School and four additional classrooms, resource and group rooms to service the classrooms, plus a self-contained library and music/drama room at the Junior School.
RESULTS OF TRIAL BORE HOLES
A site investigation has shown chalk to 0.5m below ground level.
ACCESS
Both Schools are accessed from the northeast boundary, off Gershwin Road, each School having a separate access and car parking area. There will be no alterations to the existing access and parking arrangements.
To minimise disruption to Gershwin Road and to separate site traffic from school traffic during the period of the construction works, it is proposed that a temporary site access be provided from Hatch Warren Lane.
COMMENTS ON SITE LAYOUT
The site is irregularly shaped and surrounded on all boundaries by residential development. The schools are located centrally on a southwest to northeast axis, with the Infant School to the east of the Junior School.
MAINS SERVICES POSITION
The existing mains services are considered to be of sufficient capacity to be extended and adapted as required to serve the proposed additional accommodation.
MAINTENANCE IMPLICATIONS
The site will continue to be maintained in accordance with current County Council standards.
LANDSCAPE PROPOSALS
A few smaller trees and shrubs will be removed as part of the scheme. However, a tree surrounded by circular timber benching will be planted to the south of the new classrooms at the Junior School.
4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION
TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED
Infant School:
The proposal creates two additional classrooms and a shared resource area. The extension will be to the southernmost classroom on the lower level, access to which will be relocated to the shared resource area linking the existing and proposed classrooms.
Junior School:
The proposal creates an additional four classrooms as a continuation of the existing classroom layout. Additional resource and group rooms have been added to service the classrooms, plus a self-contained library and a music/drama room. These works include the Seed Challenge Initiative works.
PLACES PROVIDED
The Infant School will provide 270 places and the Junior School 360 places.
PRESENT/REDUNDANT BUILDINGS AND FUTURE USE
The main school buildings on both sites are of traditional load-bearing brick construction, erected during the 1980/90's. The buildings are considered to be in good condition for their age and type.
TEMPORARY BUILDINGS
There are two double temporary classrooms on site which will be removed at the end of the contract. It should be noted that the contract may be extended to include re-roofing works and that the temporary classrooms would be needed during the extension period.
SITUATION ON SITE AND ENVIRONMENTAL IMPACT
Any visual impact on site will be minimal as the works to both schools form natural extensions to the existing buildings, which are bounded by tree and shrub planting.
TYPE OF CONSTRUCTION, FINISH AND APPEARANCE
Infant School:
The form of the extension will continue the existing mono-pitch roof to the lower classrooms with matching pantiles. The roofline will be cut back along the resource area to create a natural break between the old and new elements. The external fabric will reflect the existing buildings' materials, with brick walls, timber windows and doors and the addition of timber cladding to the resource area and timbers louvres to the classrooms to provide ventilation. Clerestory glazing will be provided to the rear of the building to allow for natural light and ventilation to the circulation and resource areas.
Junior School:
The existing school building consists of a circular hall and a serpentine extrusion of the north/south elevation that contains the main elements of the School - this is linked to and partly wraps around the hall. The building has a progressive pitch roof that rises to a patent glazed ridge. Below the low eaves, the external walls consist of facing brickwork to the west elevation and glazed screens to the east elevation. The proposed extension will continue the building in the same form as the existing. The music/drama room is isolated from the library by means of an access corridor which provides improved access to the playground. The proposed materials are to match that of the existing building. The music/drama and adjoining service blocks will be clad in timber, thus defining it as a separate element without overpowering the existing building.
FACILITIES FOR THE DISABLED
The proposed extensions have been designed to provide disabled access throughout.
HEATING AND VENTILATION SYSTEMS
Infant School:
A new gas-fired condensing boiler will be provided. Underfloor heating will serve classroom areas, the resource area and corridors. Supplementary heating in the form of radiators may be provided to those areas where the underfloor heating is not capable of meeting the required heating load.
Natural ventilation throughout.
Junior School:
A new gas-fired condensing boiler will be provided to serve the new extension. Underfloor heating will be provided to serve all accommodation. Supplementary heating in the form of radiators may be provided to those areas where the underfloor heating is not capable of meeting the required heating load. Radiators will be provided to serve wc and lobby areas.
Mechanical extract ventilation will be provided to the toilet areas via individual wall-mounted fans.
SPRINKLER SYSTEM
These are not stand-alone buildings on a green field site and, in addition, an assessment concludes them to be a very low fire risk category buildings and therefore a sprinkler system will not be installed.
ENERGY EFFICIENCY OF BUILDING
The estimated annual energy consumption for the new building will meet that required by current Building Regulations.
ALTERNATIVE STANDARDS OF PROVISION CONSIDERED
These proposals have been approved by the Headteachers and Governors of the Schools as meeting the accommodation requirements of the Schools.
CAR PARKING
There are no changes proposed to the existing car parking arrangements.
CONSULTATIONS
The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer, Director of Environment, Chief Fire Officer, Access Officer, local County Councillor.
5. THE BUILDING DEVELOPMENT
The proposals outlined in this appraisal will better meet the operational requirements of the Schools and will enable the removal of two double temporary classrooms from site.
