1. Summary
1.1. Attached to this report is the improvement plan to implement the recommended options of the Best Value Review of the Education Welfare Service, agreed by the Education Policy Review Committee (PRC) on 25 March 2003.
2. Background
2.1. Education PRC has received a number of reports over the past year about the setting up, progress and options identified by the Best Value Review of the Education Welfare Service. This is the final report in this series, seeking the agreement of the Executive Member to the implementation of the BV Review improvement plan.
3. Monitoring Implementation
3.1. Progress on monitoring these improvements will be reported to the Education PRC next year. County Councillors who were members of the team will be involved in reviewing progress with the Principal Education Welfare Officer before the report is prepared for the Education PRC.
4. Options
4.1. At its meeting on 25 March 2003, Education PRC, recommended the option of basing Education Welfare Officers (EWOs) in schools as a pilot study in one area, and a range of service improvements to raise attendance levels and improve links with looked after children. The improvement plan sets out the actions that will be taken to achieve these improvements, the timescale, the officer(s) responsible and the performance indicator to be used to assess their impact. Actions to implement improvements in the devolved strategy areas of equality and crime and disorder are also set out. Actions to improve sustainability and e-government are included within other parts of the improvement plan.
4.2. Performance indicators have been developed to assess the impact of the range of actions to raise levels of pupil attendance. The performance indicators to measure the impact of basing EWOs in schools will be developed once the pilot study area has been agreed. Further work is being done to develop performance indicators for the attendance of Looked after Children at school.
