1. Summary
1.1 The following decision is sought:
That the Executive Member for Environment approves the Improvement Plan for implementation, subject to budgetary decisions for 2004/05.
2. Reason
2.1 The Environment Policy Review Committee has endorsed the attached Plan which has resulted from this best value review. The Plan now requires the approval of the Executive Member for Environment. The background and rationale for the Improvement Plan are set out in the reports of 7 May 2003 to the Environment Policy Review Committee, which are also attached.
2.2 The actions in the Improvement Plan require additional resources over and above existing budget, particularly those in the year 2004/05. The speed of implementation of the Plan will therefore need to be tempered by funding decisions yet to be made.
3. Other Options Considered and Rejected
3.1 Not to approve the Improvement Plan.

5. Dispensation granted by the Standards Committee - Not applicable.
