1. Summary

1.1 The following decision is sought:

      That approval be given to proceed with the design and construction of the Minor Works 2003/04 programme as detailed in the attached appendix.

2. Reason

2.1 The schemes shown in the appendix are those identified by the Highway Management Advisory Panels as the highest priorities in each district and recommended by those Panels to the Executive Member for Environment for incorporation into the 2003/04 Minor Works Programme.

3. Other Options Considered and Rejected

3.1 The lists of scored schemes were presented at the spring 2003 round of Highway Management Advisory Panel meetings for local members to consider and make recommendations with regard to scheme priorities. Panel members considered all of the alternative scheme options and agreed their highest priorities.

7. Background

7.1 The Minor Works Programme is funded from the Capital Programme allocation based on the Local Transport Plan submission to the Department for Transport.

7.2 Minor Improvement Works have traditionally been regarded as those smaller improvement schemes, such as missing footway links, sightline improvements, etc which cost below £10,000. Whilst they only have a limited impact on strategic transport issues, they do provide a considerable benefit to local communities by improving local highway infrastructure and assisting with mobility and safety on the highway.

8. Minor Works Budget

8.1 The 2003/04 budget for the minor works programme has been set at £200,000 for the whole of Hampshire. This sum has then been divided amongst the four Hampshire Highways offices in order to give a balanced spread of minor improvement works across all the districts.

9. Minor Works Programme

9.1 The demand for schemes greatly exceeded the funds available and therefore it has been necessary to prioritise those submitted. An initial assessment of the schemes has been carried out which looked at a number of criteria across a range of Government and County Council objectives; a simple scoring system was used to indicate how many of those objectives were met. The objectives considered were:
