1. Summary

1.1 A recommendation to the Cabinet of the County Council is sought on the basis of Option 3 in appendix 3, in order to determine the school term and holiday dates for 20042/005.

2. Reason

2.1 With little exception, neighbouring local education authorities (LEAs) have indicated that they would prefer Hampshire to adopt a pattern of school term and holiday dates which largely reflects and harmonises with Option 3.

2.2 Consultation with governing bodies and the diocesan education authorities has now taken place on three options for school term and holiday dates for 2004/2005 as described in appendices 1, 2 and 3 respectively. The consultation revealed an overwhelming preference for Option 3.

1. Background

1.1. Following a comprehensive consultation exercise, the Cabinet of the County Council at their meeting on 23 December 2002, took an in principle decision to move to a six term year. The full decision is outlined in appendix 4.

1.2. In accordance with normal practice, the options for the next calendar year to be decided (in this case 2004/2005) were discussed with the Hampshire Teachers' Liaison Panel (TLP). Three options were agreed and these were in turn shared with neighbouring local education authorities (LEAs), the majority of whom expressed the wish that Option 3 be adopted. A letter was then sent out to all schools in Hampshire inviting them to indicate which of the three options was preferred; the majority were in favour of Option 3.

2. Responses to the consultation with neighbouring LEAs

2.1. In compliance with the decision made by the County Council, close account is to be taken of the calendar arrangements for 2004/2005 likely to be adopted by neighbouring LEAs. The majority favour Option 3:

    West Sussex will adopt a pattern of dates which closely reflects those given in Option 3.

    Dorset has expressed a preference for the dates given in Option 3.

    Wiltshire is adopting a pattern similar to Option 3 but which has slight differences in order to accommodate a seven working day break in October 2004.

    The Isle of Wight is adopting a pattern of dates unique to themselves.

    West Berkshire will adopt a pattern of dates which is the same as Option 3.

    Bracknell are consulting on two options, neither of which s dissimilar to Option 3.

    Surrey is adopting Hampshire's Option 3.

    Portsmouth - the result of their consultation indicates 90% in favour of a pattern of dates which is the same as those in Option 3.

    Southampton will be adopting a pattern of dates the same as in Option 3.

3. Responses to the consultation with schools

3.1. 400 replies were received, representing 74% of the County Council's schools. Most respondents (77%) favoured Option 3, with 13% favouring Option 1 and 10% Option 2. The following table shows the preferences and the numbers submitted.

      Recommendation

      The Executive Member for Education recommends to the Cabinet of the County Council that it adopts the term and holiday dates for 2004/2005 as set out in Option 3 (appendix 3) to this report.

Five days are also available for professional day closures during term time.

These days are specified by the headteacher and governors of each school.

Appendix 4

"That:

    1. The Council take an in principle decision to move to a six term school year with effect from September 2004 and

    2. Defers and detailed decision on the model pending further discussions with the unions representing teachers, headteachers, other staff groups, neighbouring local authorities and the Local Government Association and

    3. In the event that by the end of March 2003 sufficient progress has not been made to ensure a smooth changeover that implementation be delayed to September 2005 but a fixed spring holiday be introduced, as an interim step, in the school year commencing September 2004."
