      That the building design project appraisal for the scheme to provide additional basic need teaching accommodation and replacement permanent accommodation and to remove temporary buildings at Marchwood Junior School be approved.

      Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

Value of Land already acquired for this Project

The land forming the site of the development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the ground of the establishment.

        Upon completion of these works it is anticipated that the additional annual fuel cost will be in the order of £1,224.00, £3.20 per m2.

(b) Maintenance Costs

      The detailed design and choice of materials will minimise future maintenance liability.

      2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

          A bid was made to the DfES in September 1999 to extend the school to cope with a rise in pupil numbers. The scheme includes an additional classroom, together with the provision of a library, and internal adaptations for improved staff accommodation. This will provide all the accommodation in permanent build.

          The capacity of the school will be 300 places with 329 pupils on the roll at present, which is expected to fall to 290 by September 2005.

      3. DETAILS OF SITE

          LOCATION

          Marchwood Junior School is located at Main Road, Marchwood.

          ADJOINING LAND AND BUILDINGS

          The school is bounded by residential accommodation to the northwest, northeast and southeast. To the southwest lies a recreation ground, village hall and the village centre and further housing.

          AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

          The total site area for the school is 8.18 acres (3.31 hectares). The DfES guideline for a school of this size is 4.99 acres (2.02 hectares).

          This school development will not prejudice investigations into alternative uses for any potentially surplus land.

          PLANNING POSITION

          A formal detailed planning application was submitted to the County Planning Officer during January 2003.

          In order to accommodate a planning condition attached to the original school consent to facilitate rear access to the adjoining residents, an agreement in principle has been reached between the County Council and a majority of residents to incorporate a vehicular rear access scheme at nil net cost to the school.

          SUITABILITY FOR PROJECT

          These proposals will provide additional teaching facilities in permanent accommodation in line with a future predicted population growth in the surrounding area. The additional capital funding from the 2002/03 NDS Modernisation fund will enable the removal of temporary buildings thus creating a better teaching environment for pupils.

          The proposals outlined in this appraisal have been prepared in consultation with the County Education Officer and the Headteacher and Governors of the School.

          RESULTS OF TRIAL BORE HOLES

          Topsoil and localised made ground was encountered across the site and is not considered suitable as bearing strata due to variation in thickness and consistency.

          The River Terrace Deposits occur immediately below the Topsoil/Made Ground at an approximate depth of 0.25 to 0.80 metres below ground level.

          It is recommended that foundations bear onto the underlying medium-dense granular soils at depths of the order of 1.5m below ground level.

          ACCESS

          The vehicular and pedestrian access points to the school are from Main Road to the south of the site. The vehicular entrance will be realigned adjacent to the south east boundary and will incorporate an off site cross-over to take pupils along a pedestrian right of way to the existing pedestrian access.

          COMMENTS ON SITE LAYOUT

          The school site is square in shape with the school buildings positioned towards the south east of the site. The car park is adjacent to the main vehicular entrance in the very south east corner of the site. The hard play area is to the north of the school building with the playing field extending to the north and east. Two double temporary buildings lie to the east of the school building on the edge of the school playing field and a third single temporary classroom lies to the north west of the school.

          The new accommodation will be positioned to the southern corner of the existing school building and will extend towards the southern corner of the site.

          MAINS SERVICES POSITION

          The existing gas service, water, main electrical supply and BT cable which run across the southern corner of the site will be re-routed during the summer to make way for the new accommodation and access road.

          MAINTENANCE IMPLICATIONS

          The site will continue to be maintained in accordance with current County Council standards.

            LANDSCAPE PROPOSALS

          Landscaping associated with these works will comprise the removal of several trees towards the southern boundary of the site. New trees will be planted along the southern and western boundaries of the site.

          The existing pupil access adjacent to the village square will be upgraded.

          The existing access route which leads pedestrians from the west across the village square to the main entrance of the building will be upgraded and a small area of planting will be provided near to the main entrance of the building.

      4. THE PROPOSEDBUILDING/RATIONALISATION/CONVERSION

          TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

          The aim of the scheme is to enable this school to become a 10 class entry school by adding additional teaching accommodation. It is proposed to construct a single storey extension of some 370m2 to the southern corner of the existing building. The accommodation will comprise:

          - three classrooms (each with wet areas)

          - a library

          - interview room

          - access / circulation corridor

          - three cloak areas

          - female pupil WCs

          - male pupil WCs

          - accessible WC and shower

          - plant room, cleaner's cupboard and electricity cupboard

          PLACES PROVIDED

          Upon completion of this project 60 replacement places will be provided.

          PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

          The school was constructed in 1985 and is of a traditional design with a steel frame structure and facing brickwork. The existing buildings on site are considered to be in a good condition for their age and type.

          TEMPORARY BUILDINGS

          There are currently three temporary buildings on site. Two double temporary classrooms are located to the north east of the school building on the edge of the school playing field and a single temporary classroom is positioned to the north west of the school building.

          It is proposed as part of these proposals to remove all three temporary buildings from site upon completion of the new accommodation.

          SITUATION ON SITE AND ENVIRONMENTAL IMPACT

          The extension has been designed and materials chosen to match or complement the form and materials of the original school building.

          Although trees may be removed to make way for the new access road, new trees will be planted along the southern and western boundaries of the site.

            TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

          The new single-storey extension will be constructed adjacent to the existing conservatory entrance of the school and will be comprise a combination of load-bearing masonry and steelwork.

          The roof will be covered with concrete interlocking tiles to match the existing building and the external walls are of matching fair-faced cream brickwork and textured rendered panels.

          FACILITIES FOR THE DISABLED

          The new extension will have level access throughout. An Accessible WC will be provided in the new extension.

          HEATING AND VENTILATION SYSTEMS

          A new plant room will be provided in the extension to house a new boiler which will serve a gas fired low-pressure hot water system feeding under floor heating and radiators in the new accommodation.

          Ventilation to the teaching areas will be by natural means via opening windows with mechanical ventilation being provided to the WCs.

          SPRINKLER SYSTEMS

          In accordance with the new Hampshire County Council policy statement, this is not a stand alone building. In addition an assessment concludes this to be a very low fire risk category building and therefore a sprinkler system will not be included within the development.

          ENERGY EFFICIENCY OF BUILDING

          The estimated annual energy consumption for the new building will meet that required by the new Building Regulations introduced on the 1 April 2002.

          ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

          These proposals will provide the required additional teaching facilities and to provide replacement permanent teaching accommodation in order that three temporary buildings can be removed from site.

          CAR PARKING

          The existing car parking numbers will be maintained at 18 spaces.

          CONSULTATIONS

          The following have been consulted during the development of the project: Headteacher of the school, County Education Officer, County Planning Officer, Borough Council, County Surveyor, Estates Practice, Executive Member - Education, Local County Councillor.

      5. THE BUILDING DEVELOPMENT

          These proposals will enable this school to become a 3 form entry (3FE) junior school and will enable all temporary buildings to be removed from site.

      6. BUILDING MANAGEMENT

          Current arrangements will continue when the new building is complete.

          CATERING

          Current arrangements will continue when the new building is complete.

      7. FURNITURE AND EQUIPMENT
