        Furniture and Equipment: subject to the County Education Officer's assessment of need with the Headteacher, together with the availability of funding, a furniture and equipment allocation will be made from the block vote in the Education Committee's Capital Programme in the appropriate financial year.

* Subject to approval by Executive Member for Policy and Resources and obtaining planning permission from New Forest District Council for appropriate development use.

** The current shortfall of £40,000 is considered manageable at this stage and will be addressed once tenders have been returned and the final Sport England approval process is confirmed. Value of Land already acquired for this Project

The land for the existing Recreation Centre and the extension is leased to New Forest District Council for 99 years from 2 December 1989.

The land forming the site of the remaining development is an integral part of the school campus and is incapable of disposal in isolation. The land was acquired at historic cost and its current value to the County Council is as part of the grounds of the establishment.

The synthetic turf pitch and car park will remain in the ownership of the County Council.

Discussions are in hand with New Forest District Council on management arrangements relating to use of these facilities.

          It is anticipated that the additional increase in fuel cost for the school will be in the order of £3,162 or £4.90 per m2.

(b) Maintenance Costs

        The detailed design and choice of materials will minimise future maintenance liability.

        2. STATEMENT OF NEED/JUSTIFICATION FOR PROJECT

            COUNTY EDUCATION OFFICER TO COMMENT PLEASE

            The project will offer the opportunity to further develop the dual use county sports facility, which although on the school site, is managed by New Forest District Council. The scheme will provide an all-weather outdoor playing surface for the development of youth hockey and a County standard facility for inter-club tournaments and school matches. Also, a fitness suite, changing and multi-use hall, for the development of cardiovascular rehabilitation, general fitness and non-projectile sporting activities.

            The pupils of Priestlands School will use the new facilities, but it will not form part of the school accommodation.3. DETAILS OF SITE

            LOCATION

            Priestlands School is located at North Street, Pennington, Lymington. The existing Recreation Centre is positioned to the west of the school campus adjacent to the Nichol's building and connected to the existing sports facilities at the school.

            ADJOINING LAND AND BUILDINGS

            This is an open site, shared with Pennington C of E Junior School and Pennington County Infant School. To the north, the site is bounded by woodland, to the south and east by residential development, and to the west by playing fields.

            AREA INCLUDING COMPARISON WITH LOCAL/NATIONAL STANDARDS

            The total site area is 25.87 acres (10.47 hectares). The DfES guideline for a school of this size is 22.63 acres (9.16 hectares).

            PLANNING POSITION

            Planning consent was granted on 1 February 2001, subject to reserved matters, including the detailed design of the building. Informal consultations have taken place at County and District level with no significant comments.

            Further details will be submitted to the Director of the Environment to discharge the conditions during April 2003.

            SUITABILITY FOR PROJECT

            To provide enhanced sporting facilities to an existing sports centre on the school site, to include a synthetic turf pitch, multi-use sports hall and health and fitness suite with associated changing facilities.

            RESULTS OF TRIAL BORE HOLES

            A site investigation has been undertaken at this site and revealed ground conditions to be silty/clay and sandy clay gravel and sandy/gravel under.

            The site was found to have a high water table. It is proposed to construct this building on a standard trench fill foundation. The superstructure will be a load-bearing structure and framed to the fitness suite and multi-use hall with in-situ ground beams and concrete floor slabs.

            ACCESS

            The existing pedestrian and vehicular access into the site is from North Street and is used by both the school and public using the recreation centre. A second pedestrian access is via a lit footpath through the adjoining woodlands (Priestlands Road) to the north and from Milford Road/Stanford Hill to the east. A bus drop-off area on Stanford Hill leads directly into the school site.

            Cycle access into the site is from North Street. The School Transport/Travel Plan includes improvements to the existing facilities for cycling, walking and bus use in connection with both the School and the Recreation Centre.

            COMMENTS ON SITE LAYOUT

            The existing Recreation Centre is positioned to the west of the school campus adjacent the Nichol's Building and connected to the existing school sports facilities. The proposed extension lies to the south of the existing Recreation Centre. The existing site massing and orientation of buildings creates an opportunity to infill the space between the Recreation Centre and Nichol's Building (currently used for car parking), forming a new courtyard and entrance arrangement.

            The synthetic turf pitch is positioned to the west of the existing Recreation Centre.

            MAINS SERVICES POSITION

            A new gas, electric and water supply will be taken from the existing main incoming supplies for the new extension.

            MAINTENANCE IMPLICATIONS

            The site will continue to be maintained in accordance with current County Council standards.

            LANDSCAPE PROPOSALS

            As part of the landscape scheme, it is proposed to plant extensively with trees and shrubs to include replacement tree species for those being removed. Existing trees and vegetation adjacent to North Street to the north and west of the synthetic turf pitch are proposed to be supplemented and reinforced with mass tree and shrub planting. Two existing mature oak trees, one considered to be in decline and the other reduced in part, are proposed to be removed to accommodate the proposed synthetic turf pitch and extension to the Recreation Centre. The conditions of these trees has been researched by the County Arboriculturalist and recommendation for their removal is considered appropriate.

        4. THE PROPOSED BUILDING/RATIONALISATION/CONVERSION

            TYPE OF PROJECT, LAYOUT AND FACILITIES PROVIDED

            To develop the existing sports facilities as a benefit for both school and community use, comprising:

            Multi-use hall 15m x 12m - including storage for uses including martial arts, aerobics, movement, mind/body and table tennis.

            Health and fitness suite including separate fitness assessment area and reception area.

            Synthetic turf pitch, floodlighting and perimeter fencing.

            The proposed extension to the existing Recreation Centre is positioned to create an entrance courtyard adjacent to the Nichol's Building.

            The three elements of the building (health and fitness suite, changing and multi-use hall) are positioned between access/orientation spaces connected to the existing Recreation Centre, entrance courtyard, proposed synthetic turf pitch and front entrance.

            PLACES PROVIDED

            Nil

            PRESENT/REDUNDANT BUILDINGS AND FUTURE USE

            Priestlands Secondary School comprises a mix of buildings: including a historic Coach House built in 1760 and a range of school buildings of traditional and SCOLA build, dating from 1957 through to the 1990's.

            The buildings on site are considered to be in good condition for their age and type.

            TEMPORARY BUILDINGS

            There are no temporary buildings currently on site and none needed for this scheme.

            SITUATION ON SITE AND ENVIRONMENTAL IMPACT

            The extension to the Recreation Centre has been designed and materials chosen to complement the form and materials of the existing Recreation Centre.

            It is proposed to remove two mature oak trees. However, the existing trees and vegetation adjacent to North Street and the west side of the existing access road are to be supplemented and reinforced.

            A footpath is to be provided in a north-westerly direction within the site across the end of the all-weather pitch to connect to the footpath behind the North Street properties.

            A clearly-defined car/bus drop-off is to be provided on site.

            TYPE OF CONSTRUCTION, FINISH AND APPEARANCE

            The proposed Recreation Centre is of a single-storey construction to remain in keeping with existing buildings. Brickwork walls to match existing, with metal glazing/windows. The roof is covered in a high performance material and fascias will remain in keeping with the existing Recreation Centre.

            FACILITIES FOR THE DISABLED

            2 no. disabled wc's/changing facilities

            5 no disabled parking spaces

            HEATING AND VENTILATION SYSTEMS

            Heating: The heating system will be gas fired low-pressure hot water (LPHW) utilising high efficiency compact boilers. These will supply LPHW to the following systems:

            Underfloor heating to changing rooms and corridors

            Heating coils to the air handling units to service fitness suite and multi-use room

            Hot water calorifiers

            Radiators and other heat emitters

            Ventilation: Fitness suite and multi-use hall - mechanical supply and extract ventilation from independent roof-mounted air handling units;

            Changing rooms/toilets - mechanical extract ventilation; ancillary and other spaces - natural ventilation.

            SPRINKLER SYSTEM

            In accordance with the new Hampshire County Council Policy statement, this is not a stand-alone building on a green field site and, in addition, an assessment concludes this to be a very low fire risk category building and therefore a sprinkler system will not be installed within the development.

            ENERGY EFFICIENCY OF BUILDING

            The estimated annual energy consumption for the new building will meet that required by current Building Regulations.

            ALTERNATIVE STANDARDS OF PROVISION CONSIDERED

            These proposals develop the existing sports facilities as a benefit for both school and community users.

            CAR PARKING

            There are currently 110 car parking spaces distributed around the school site. The existing car park adjacent to the Nichol's building and Recreation Centre (total 57) is to be repositioned to provide 98 spaces (additional 41) together with a clearly defined car drop-off point. The drop-off point is not to be used by buses.

            This project does not provide additional pupil capacity and therefore no additional school parking is proposed. Already, there is shared usage of the existing car park adjacent to the Nichol's building between the school and the Recreation Centre.

            CONSULTATIONS

            The following have been consulted during the development of the project: Headteacher and Governors of the school, County Education Officer (Sport), Director of Environment, Chief Fire Officer, NFDC, Sport England, Lymington Town Council, Pennington C of E Junior School, Pennington County Infant School.

        5. THE BUILDING DEVELOPMENT

            These proposals will provide enhanced sporting facilities to an existing sports centre on the school site as a benefit for both school and community use.
