1. Summary
The following decisions are sought.
That the Partnership Manager (Blackwater Valley and Hart PCT/Hampshire Social Services) be appointed as a Director of the new company (limited by guarantee) with charitable purposes, which will be set up to take forward the work of the Rushmoor Healthy Living (RHL) initiative. This is in accordance with the submission made to the New Opportunities fund (NOF) prior to the award of almost £800,000 over 5 years.
2. Reason(s)
2.1 In order to progress the work of the Rushmoor Healthy Living initiative, it is necessary to set up a Charitable Trust. This will allow the organisation to demonstrate that it is independent of the three statutory agencies (PCT, County Council and Borough Council) which have provided "Pump Priming" funding in cash or kind. Hampshire County Councils contribution is £5,000 per year for 3 years.
Such independence will allow Rushmoor Healthy Living to attract funding
from other sources, including charitable trusts and will comply with the
capital controls of Part V of the Local Government and Housing Act 1989.
2.2 The Rushmoor Healthy Living initiative supports the policies of the County Council and Social Services in relation to Public Health, Children and Older People.
