1. Summary

1.1 The following decision was taken:

    That the Director of Environment:

    (i) undertakes the steps listed in paragraph 6.1 of the attached report;

    (ii) reports back to Cabinet on progress in November 2003;

    (iii) reports back to Cabinet on the available funding options, including the Private Finance Initiative, and asset management implications following the completion of this work; and

    (iv) examines cross-boundary issues between the County Council and its neighbouring authorities on the location and operation of household waste recycling facilities.

2. Reason

2.1 To agree a programme for enhancing the household waste recycling network in accordance with the Hampshire Natural Resources Management Initiative.

3. Other Options Considered and Rejected

3.1 Not to improve the household waste recycling network.

3.2 To undertake a programme over a longer time-frame.

3.3 Neither of these options would provide the improvements needed to increase recovery and recycling of materials in accordance with the Hampshire Natural Resources Initiative vision for 2012 or meet the Government's targets for recycling in Hampshire.
