1. DECLARATION OF INTEREST
All members who believe they have a personal or a prejudicial interest in any matter to be considered at the meeting must declare their personal interest and having regard for the circumstances described in paragraph 9, 10, 11 and 12 of the Police Authority's Code of Conduct, consider whether to leave the meeting whilst the matter is discussed. The declaration should be made at the time of the relevant debate.

To receive the Minutes of the meeting of the Panel held on 28 January, 2003 and to confirm as a correct record.
4. POLICE STRENGTH FORECAST 2003/04 (Report herewith)
To consider a report of the Chief Constable showing the final position on police numbers for 2002/03 and the expected position for 2003/04.
5. SPECIAL CONSTABULARY 2003 (Report herewith)
To consider a report of the Chief Constable on the Hampshire Special Constabulary which currently has 365 officers. The report further advises the Panel on the new recruitment campaign which is due to start shortly.
6. SICKNESS ABSENCE (Report herewith)
To consider a report of the Chief Constable on the management of sickness absence which is a key performance indicator for the Constabulary. The target for 2002/03 was a maximum of ten days sickness absence, this target was met for both Police Officers and Support Staff. The target for 2003/04 is nine days.
7. STAFF TURNOVER TRENDS AND EXIT QUESTIONNNAIRE RESULTS OCTOBER 2002 TO MARCH 2003 (Report herewith)
To consider a report of the Chief Constable on the analysis of the staff turnover for the last six month (October 2002 to March 2003) and assess these trends when compared with figures for previous years. The report focuses on reasons for leaving, gender, ethnicity and service profiles of Police as Support Staff leavers.
8. RESTRICTED DUTIES - POLICE OFFICERS (Report herewith)
To consider a report of the Chief Constable on the restricted duties programme and the work undertaken by the Personnel Department on the management of information relating to Officers on restricted duties which is reflected within this report. The report provides a breakdown of Officers currently on restricted duties across the Constabulary.
9. RECRUITMENT REPORT - APRIL 2003 (Report herewith)
To consider a report of the Chief Constable on the trends in Police recruitment and further advises the Panel of the Home Office website and national application form which can be completed manually or online. The national application pack is standard for all forces but includes a force specific information brochure.
10. GRIEVANCE RESOLUTION PROCEDURE - ANALYSIS OF RESULTS

To consider a report of the Chief Constable on the analysis of the grievances registered under the Grievance Resolution Procedure (GRP). The analysis covers the period 1 April 2002 to 31 March 2003.
11. EQUALITY AND DIVERSITY MONITORING (APRIL 2002 TO DECEMBER 2002) (Report herewith)
To consider a report of the Chief Constable summarising equality and diversity monitoring information including areas required to be monitored under the Race Relations (Amendment) Act 2000.
12. HAMPSHIRE CONSTABULARY HEALTH & SAFETY AUDIT SUMMARY (Report herewith)
To consider a report of the Chief Constable on the Health & Safety Audit Programme which has now been running for six months, the report summarises the main issues identified as part of the audit and the overall review of Health & Safety.
13. ANNUAL HR PLAN (Report herewith)
To consider a report of the Chief Constable on the requirement to produce annual costed Human Resources Plans which demonstrate clearly how the activities, objectives and targets set in the Annual Policing Plan will be delivered through people. The Hampshire Constabulary Personnel strategy is attached to the report.
14. TRAINING PLAN (Report herewith)
To consider a report of the Chief Constable on the training plan for the Training and Development Department for the period April 2003 to March 2004. Progress against the plan will be given to the Panel on a six monthly basis.
15. NATIONAL POLICE COMPETENCY FRAMEWORK (Report herewith)
To consider a report of the Chief Constable on the National Competency Framework (NCF) providing a national framework of technical skills, knowledge and behaviour which will support a wide range of personnel and training activities.
16. SPECIAL PRIORITIES PAYMENTS (Report herewith)
To consider a report of the Chief Constable updating the Panel on the Special Priority Payment Scheme (SPP). SPP will be targeted on frontline / operational posts which carry a significantly high responsibility level than the norm for the rank, present particular difficulty to recruitment and retention, have especially demanding work conditions or working environments.
17. COMPENTENCY RELATED THRESHOLD PAYMENT (Report herewith)
To consider a report of the Chief Constable on the Competency Related Threshold Payment Scheme (CRTP). A total of 1,101 officers received the payment which equates to 79.1% of those eligible.
18. ESTABLISHMENT REPORT PART I (Report herewith)
To consider a report of the Chief Constable on officers who have been commended by the Chief Constable since the last meeting, the report also includes details on the deaths of Police Pensioners.
19. EXCLUSION OF THE PRESS AND PUBLIC
RECOMMENDATION:
That, by virtue of paragraph 1, of part 1 of Schedule 12a of the Local Government Act 1972, the press and public be excluded from this part of the meeting.

To consider a confidential report of the Chief Constable on various personnel matters reported since the last meeting.
