AT A MEETING of the REGULATORY COMMITTEE of HAMPSHIRE COUNTY COUNCIL held at The Castle, Winchester on Wednesday 28 May 2003.

177. DECLARATIONS OF INTEREST
Members were mindful that, where they believed they had a personal or personal prejudicial interest in any matter to be considered at the meeting, they should normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting whilst the matter was discussed.
178. MINUTES
The Minutes of the meeting of the Committee held on 9 April 2003 were confirmed by the Committee and signed by the Chairman subject to resolution (ii) of Minute 163 (Footpath 4, Eversley) being amended to read "that the obstructions be removed at the earliest possible opportunity and the footpath signs restored".
Matters arising:
(i) Winchester Bar End Park and Ride - Phase 2 - Mitigation Land
Further to Minute 161 it was reported that permission for the scheme had now been granted.
(ii) Manor Farm, North Baddesley
Further to Minute 167 the Chief Planning Adviser to the Committee advised that the details in respect of the lowering of the leachate tank into the ground had not as yet been received; the matter would be dealt with by a condition subject to consultation.
179. CHAIRMAN'S COMMUNICATIONS
(i) The Chairman announced the sad death of Bob Lisney's wife; Members expressed their commiserations.
(ii) The seminar on the natural resources initiative and land use planning was to be held at 10.00 a.m. on 11 June 2003; tours of mineral sites were to be held on Tuesday 8 July and Friday 19 September and a further tour covering rights of way matters was to be held on a date to be announced.
180. DEDICATION OF A BRIDLEWAY IN THE PARISH OF ELLINGHAM, HARBRIDGE AND IBSLEY
The Committee considered the report of the Director of Recreation and Heritage (Item 5 in the Minute Book) on the dedication of a bridleway in the Parish of Ellingham, Harbridge and Ibsley.
RESOLVED:
That the dedication of a bridleway at Ebblake on the Dorset/Hampshire boundary be accepted from Bellway Homes and the Forestry Commission with thanks.
181. DEPUTATIONS IN RESPECT OF THE ERECTION OF A STORE/ WORKSHOP BUILDING AND THE ERECTION OF A PROCESSING BUILDING TO SUPPORT A VERMICULTURAL HOLDING AT EVERGLADE FARM, MOUNT PLEASANT, SWAY (77331)
Mr Hill and Mrs Kitcher made deputations on the Everglade Farm application. The Committee then considered the report of the Chief Planning Adviser (Item 6 in the Minute Book) on the matter. The Chief Planning Adviser advised that the application had been a difficult one to consider as it has its merits but the general policy is to resist such buildings in the New Forest Heritage Area and proposed National Park. He confirmed that the policies in respect of the latter can be taken into account even though the Park has not as yet been approved. He confirmed that the dimensions mentioned in the report were slightly in error and would correct them; it was possible that a more modest proposal might have resulted in a recommendation to approve.
RESOLVED:
That planning permission in respect of a store/workshop building and a processing plant to support a vermicultural holding at Everglade Farm, Mount Pleasant, Sway (77331) be granted subject to conditions to be determined by the Chief Planning Adviser following consultation with the Chairman and circulation of the conditions to Members of the Committee and New Forest District Council.
182. DEPUTATIONS IN RESPECT OF THE CONTINUED SITING OF A SINGLE TEMPORARY CLASSROOM UNIT AT SAXON WOOD SCHOOL, ROOKSDOWN, BARRON PLACE, BASINGSTOKE (BDB 54702)
Mrs Hobbs and Mrs Pink made deputations on the Saxon Wood School proposal. The Committee then considered the report of the Chief Planning Adviser (Item 12 in the Minute Book) on the matter. The Chief Planning Adviser stated that the application raised a common problem concerning traffic generated by schools and confirmed that the matter before the Committee was the determination of the application for the continued siting of the temporary classroom unit.
RESOLVED:
(i) That planning permission be granted for development by the County Council comprising the continued siting of one single temporary classroom (9255) at Saxon Wood School, Rooksdown, Barron Place, Basingstoke (BDB 54702) subject to the condition specified in the report.
(ii) That the Basingstoke Environmental Strategy Transport Panel be requested to look into the traffic impact of Saxon Wood School.
183. APPLICATIONS AT VENTHAMS FARM, FROXFIELD GREEN (F206190/011/CMA AND APPLICATIONS 012 AND 013)
The Committee considered the report of the Chief Planning Adviser (Item 7 in the Minute Book) on three applications in respect of Venthams Farm, Froxfield Green. The Chief Planning Adviser stated that the Committee would have to consider similar waste and recycling operations in the countryside in the future that might have an adverse environmental impact. In the circumstances he felt it might be useful for the Committee to undertake a site visit.
RESOLVED:
That consideration of the three applications in respect of Venthams Farm, Froxfield Green be deferred to enable a site visit to be undertaken during the morning of Monday 30 June 2003.
184. PROPOSED VARIATION OF APPROVED RESTORATION CONTOURS, FAIR OAK SANDPIT AND LANDFILL SITE, FAIR OAK (17314/007)

185. THE ENVIRONMENT ACT 1995 : REVIEW OF MINERAL PLANNING PERMISSIONS : APPLICATION FOR DETERMINATION OF CONDITIONS AT KINGLSEY SAND QUARRY, NEAR BORDON (F24847/014/CMA)
The Committee considered the report of the Chief Planning Adviser (Item 9 in the Minute Book) on Kinglsey Sand Quarry, near Bordon. The Chief Planning Adviser reported that Kingsley Parish Council had raised no objection.
RESOLVED:
That the conditions specified in the report shall apply to Kingsley Sand Quarry, Kingsley, near Bordon (F24847/014/CMA).
186. THE ENVIRONMENT ACT 1995 : REVIEW OF MINERAL PLANNING
PERMISSIONS : APPLICATION FOR DETERMINATION OF CONDITIONS AT KINGLSEY SAND QUARRY (BRIDGES LAND) NEAR BORDON (F24847/015/CMA)
The Committee considered the report of the Chief Planning Adviser (Item 10 in the Minute Book) on Kingsley Sand Quarry (Bridges Land).
RESOLVED:
That the conditions specified in the report shall apply to Kingsley Sand Quarry (Bridges Land), Kingsley (F24847/015/CMA).
187. PROPOSED VARIATION OF CONDITION TO REVISE RESTORATION PROPOSALS, RABBITFIELD HILL SANDPIT, BORDON (F20310/20)
The Committee considered the report of the Chief Planning Adviser on Rabbitfield Hill Sandpit, Bordon (Item 11 in the Minute Book). The Chief Planning Adviser reported that East Hampshire District Council were not raising objection whilst Dockenfield Parish Council in Surrey had raised no objection to the application as such but was concerned that procedurally it would prolong the status of the site as an active site.
RESOLVED:
That planning permission in respect of the variation of condition to revise restoration proposals at Rabbitfield Hill Sandpit, Bordon (F20310/20) be granted subject to the conditions specified in the report.
188. DEVELOPMENT CONTROL SCHEDULE
The Committee considered the report of the Chief Planning Adviser to the Committee (Item 13 in the Minute Book) on details of development control decisions taken, in particular details of planning applications determined either by the Chief Planning Adviser under delegated powers or by the Regulatory Committee.

That the report be noted.
189. APPOINTMENTS TO LIAISON PANELS
RESOLVED:
That Councillors Heath and Davidovitz be appointed as Chairmen of the Chineham Energy from Waste Plant and the Fair Oak Sandpit Liaison Panels respectively.
