Membership of Panels, Appointments to Outside Bodies and Terms of Reference

Report of the Clerk

1 Introduction

1.1 The purpose of this report is to confirm the membership of the Authority's Panels and Appointments to Outside Bodies in accordance with proportional entitlements under the Local Government and Housing Act 1989.

1.2 1.2 In addition, the report proposes a review of the terms of reference of the Personnel Panel, the Best Value and Performance Management Panel, the Chief Officer Appointment Panel, the Community Affairs Steering Group, and the Financial Affairs Steering Panel, to reflect developments in these areas.

2 Current Membership

2.1 The current appointments were made in July, 2001 for a four year period with Chairmen and Vice-Chairmen being determined by the Authority on an annual basis. Membership lists for Panels (showing vacancies where appropriate) and details of appointments to outside bodies are set out at Appendix A.

3 Local Elections - May, 2003

3.1 Following the local elections in May, 2003 there is no change to the proportionality of seats amongst the elected Members and, therefore, there are no proposals to alter the composition of each Panel.

4 Synchronisation of Members on Partnership Bodies

4.1 Following discussion at the Authority's Awayday in April, 2003, Members asked if, where possible, their membership of the Authority's consultation groups and local partnership bodies could be synchronised.

4.2 The current appointments are set out in the Appendix and Members may wish to review these arrangements.

4.3 In accordance with the Police Reform Act 2002, with effect from 1 April, 2003, Police Authorities are now statutory members of crime and disorder reduction partnerships. Some local authorities embraced police authority membership when the partnerships were first set up and a number of Members have played an active part in the work of these bodies. Those local authorities who have not involved their nominated police authority representative have now been contacted with a view to ensuring that the appropriate Member is involved in the work of the partnership at the earliest opportunity. Responses are still awaited from five authorities.

4.4 With regard to Local Strategic Partnerships (LSPs), the Authority took the view that it would prefer to involve itself at the higher strategic level and, as such, Mr. R.J. Gully has been involved with the Hampshire LSP since its inception last year. This situation has not been mirrored on the Isle of Wight and, to date, there is no statutory obligation for the Authority to be involved.

5 Basic Command Units

5.1 Discussion at the Authority's last Awayday also highlighted the need for closer links with Basic Command Units (BCUs) bearing in mind the Government's increasing focus at this level. The Authority supported the concept of nominated "link" Members to individual BCUs and, therefore, nominations are sought to each of the following BCUs. Members should have regard to the Authority's desire to synchronise membership of other groups at local level when making these nominations.

6 Terms of Reference

6.1 The terms of reference for each of the Panels referred to in paragraph 1.2 are attached

    at Appendix B with proposed changes shown in bold type.

6.2 Alterations are required either to reflect legislative changes or in the light of experience.

6.3 It is further proposed that the Community Affairs Steering Group should now become a

    formal Panel and be renamed the Community Affairs Panel and that the Best Value and Performance Management Panel should be renamed the Performance Panel. This would enable the Community Affairs Panel to make recommendations to the Authority with regard to the adoption of its strategic documents and consultation arrangements and, in the case of the Performance Panel, would reflect the greater importance of this function. It should be noted that this Panel would still have responsibility for best value under the Authority's new arrangements which are an intrinsic part of performance.

RECOMMENDATIONS:

(a) That the Membership of the Panels set out in the Appendix, revised as necessary, be confirmed.

(b) That Chairmen and Vice-Chairmen of the Panels set out in the Appendix be appointed for the forthcoming year.

(c) That the appointments to outside bodies set out in the Appendix, revised where necessary, be confirmed.

(d) That Members be nominated to the 12 territorial Basic Command Units set out above.

(e) That the Panel terms of reference be amended as set out in Appendix B.
