5 REVIEW OF THE CAPITAL PROGRAMME (Report herewith)

To consider the report of the County Treasurer and the Director of Property, Business and Regulatory Services which sets out proposals for using unallocated capital resources of £15m to add the Winchester Cultural Centre, and Discovery Centres, including Gosport, to the Capital Programme and to generate future capital receipts by investment in development infrastructure at Popley and Manydown, Basingstoke. As part of this item there will be a presentation by the Head of the Library and Information Service on the Winchester Cultural Centre.
