1. Summary
1.1 The following decision is sought:
That an Order be made under Section 84 (1) and (2) of the Road Traffic Regulation Act 1984, the effect of which will be to impose a 20 miles per hour speed limit on that length of School Lane, Yateley between a point 20 metres south-west of its junction with Firgrove Road and its junction with Old Monteagle Lane (ie the termination of Old Monteagle Lane cycle lane), an approximate distance of 753 metres; and a short length of Old Monteagle Lane between its junction with School Lane and a point 51 metres south thereof (ie at the footpath link to Morley Close).
2. Reason
2.1 The 20 miles per hour (mph) speed limit zone is being introduced to support the existing traffic calming installed along School Lane (see attached location plan). Traffic calming consists of road humps which were constructed in 2001. Locally monitored traffic speeds on a typical weekday over the hours 7.00 am to 7.00 pm average 21 mph. The 20 mph zone proposal is distinct from the 20 mph speed limits without traffic calming measures which are presently being trialled at Crondall, Havant, Liphook and Ringwood. The proposals for School Lane, Yateley were advertised with the approval of the Police and the local Members - Councillors Glen and Collett. No objections were received as a result of the formal advertisement and Councillors Glen and Collett have been notified.
3. Other Options Considered and Rejected
3.1 Not to proceed with the Traffic Regulation Order which would have a safety impact on pedestrians, particularly children attending the nearby nursery, infant, junior and secondary schools. A sixth form college, library and two swimming pools are also within the proposed zone.
