1. Summary
1.1 The following decision is sought:
That approval be given for the Chief Executive to conclude an appropriate legal Agreement with Havant International Limited and Hampshire County Council in order to secure an improvement of the Langstone Technology Park western access and Brookside Road junction.
2. Reason
2.1 To secure improvements to the accessibility of the site for pedestrians, cyclists and users of private cars. It is necessary that the developer enters a legal Agreement with the County Council to allow them to carry out the works on the public highway.
3. Other Options Considered and Rejected
3.1 The County Council could opt not to enter into a legal Agreement. This option has been rejected as it would not allow the developer to carry out the highway works and it would deny the Council of the benefits of these works.

7. Introduction
7.1 A full planning application has been submitted to Havant Borough Council by Havant International Limited for alterations to the western entrance and improvements to the internal layout of the Langstone Technology Park, Havant.
7.2 The Langstone Technology Park site is located in the Broadmarsh area of Havant, south of the A27. The site is bound by the A27 to the north, Penner Road to the south, Langstone Road to the east and industrial development fronting Southmoor Lane to the west (see attached plan).
7.3 The Director of Environmental Services at Havant Borough Council approved the planning application under delegated powers, subject to the conclusion of appropriate legal agreements with the County Council.
7.4 The local Member, Councillor Wride, supports the proposals.
8. Transport Proposals
8.1 The planning application proposes that the western entrance be improved by providing a new roundabout at the site access junction, the internal improvements include a new pick-up and drop-off area, modified access and a new pedestrian access to Building 1000.
8.2 The proposals do not include any new development, therefore no additional car parking is proposed, no additional traffic generation is expected and no Transport Assessment has been carried out. As this proposal will not generate any additional traffic the development is not required to contribute towards the Broadmarsh Transport Strategy.
8.3 The Langstone site currently gains access from both A3023 Langstone Road to the east and Brookside Road to the west. The Langstone Road access has previously been regarded as the main entrance. Although the western entrance provides good access to the A27(T), it is less well used and visually unattractive. This proposal seeks to upgrade and improve the access to modern standards.
8.4 The developer proposes to improve the western access by constructing a roundabout at its junction with Brookside Road. A small area of this proposed roundabout will be on existing highway land. The remainder will be dedicated as public highway. The new roundabout will improve turning facilities at the end of the Brookside Road cul-de-sac. A future maintenance sum of 20% of the cost of the new roundabout has been agreed. This equates to £53,900 and the developer will provide this funding on completion of the works.
8.5 The developer has designed the roundabout to accommodate pedestrians and cyclists. This will be achieved by ensuring the existing footways on Brookside Road tie into the proposed roundabout and that it links into the existing cycle way to the north. The cycleway will be extended to the west to incorporate 1.2 metre wide on-carriageway cycle lanes.
9. Financial Implications
9.1 The highway works included in the planning application are not required by the County Council, they are proposed by the developer in order to improve the appearance of the site. The work, estimated to cost £269,500, will therefore be carried out by the developer at no cost to the County Council.
