1. Summary

1.1 The following decisions are sought:

(i) That the Executive Member for Environment recommends the attached report for approval of the additional resources required for this project, funded as set out in paragraph 9.1, subject to the agreement of the developers.

(ii) That the Executive Member for Policy and Resources approves the additional resources required for this scheme to be funded as set out in paragraph 9.1, subject to the agreement of the developers, on the use of Knightwood contributions.

(iii) That a note on lessons learnt on the scheme be provided to the Executive Member for Policy and Resources for consideration.

2. Reason

2.1 Approval is required to enable the completion of the construction of the station and cycle ramp.

3. Other Options Considered and Rejected

3.1 The removal of the footbridge from the station construction has been considered, subject to an application to Eastleigh Borough Council to vary the planning conditions, but this provides limited savings against the shortfall in the budget and a reduction in the accessibility of the station. At this stage in the works it would be difficult to stop or curtail the works being carried out without some loss of credibility to the County Council. In addition, if the works were to be stopped there would be substantial contractual liabilities.

5. Dispensation granted by the Standards Committee - Not applicable.

6. Reason(s) for the Matter being dealt with as Urgent - To avoid delay in the construction of the station facilities and cycle ramp.
