AT A MEETING of the SCHOOLS MONITORING PANEL held at The Castle, Winchester on Tuesday 24 June 2003.

64. DECLARATIONS OF INTEREST

Members were mindful that, where they believed they had a personal or
personal prejudicial interest in any matter to be considered at the meeting, they should, normally at the time of the debate, declare their interest and, having regard to the circumstances described in paragraphs 9, 10, 11 and 12 of the County Council's Code of Conduct, consider whether to leave the meeting
whilst the matter was discussed. Councillor Dash declared an interest arising
on Item 10 (Minute 73) in that he was a member of the Dibden Purlieu - Forest Education Centre Management Committee. The Chief Executive advised that this did not amount to prejudicial interest and that the member concerned could remain in the meeting and speak during the course of the relevant debate.

65. MINUTES

The Minutes of the meeting held on Wednesday 4 February 2003 were
confirmed as a correct record and signed by the Chairman.

66. CHAIRMAN'S COMMUNICATIONS

The Chairman referred to the absence of John Clarke, Assistant County
Education Officer (Standards and Improvement Branch) at the meeting. He
advised that John had suffered two close family bereavements recently and on
behalf of the Panel the Chairman asked the Chief Executive to write to John to
express the Panel's sympathy.

No deputations had been received.

68. THE NATIONAL PRIMARY STRATEGY LEADERSHIP PROGRAMME

The Panel considered a report of the County Education Officer (Item 5 in the
Minute Book) detailing the background to the Primary Leadership Programme
funded by the DfES. The report also set out the processes, to date, in preparing to implement the programme for schools in Hampshire.


In particular the County Education Officer reported that the Programme was
designed to focus on supporting staff with leadership and management
responsibilities and had been adapted with the approval of the National Primary Strategy Managers.

RESOLVED:

That the report be noted and further reports on progress and outcomes be
received.

69. ASSESSMENT AND THE TRACKING OF PUPIL PROGRESS IN PRIMARY SCHOOLS

The Panel considered a report of the County Education Officer (Item 6 in the
Minute Book) detailing the findings of the School Improvement Service
following visits to schools in the Spring of 2003.

The County Education Officer reported that the visits had been undertaken to find out more about how pupils' progress was assessed and tracked and how the information was used for the purpose of identifying effective practice and publishing a report for the consideration of all primary schools.

RESOLVED:

That the report be noted and its distribution to all schools and its inclusion on
the website be approved.

70. SUPPORTING DEPARTMENT DEVELOPMENT IN SECONDARY SCHOOLS : EVALUATION OF WORK UNDERTAKEN IN 2000/2001

The Panel considered a report of the County Education Officer (Item 7 in the
Minute Book) describing outcomes from the third year of support for
departments in secondary schools carried out by subject inspectors/advisers, as part of the Education Development Plan (EDP).

The County Education Officer reported that the measurement of impact had not been undertaken until the 2002 GCSE results. The publication of the results had been delayed, which had in turn delayed the report.

RESOLVED:

That the report be noted.

71. EXCLUSION OF THE PRESS AND PUBLIC

RESOLVED:

That, by virtue of paragraphs 1, 7, 11 and 13 of Part 1 of Schedule 12A of the
Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following items:

72. VIGO JUNIOR SCHOOL, ANDOVER (CONFIDENTIAL)

(Item 9 in the Minute Book) providing an update on developments at this school.

RESOLVED:

    (i) That the report be noted.

    (ii) That the Panel were encouraged by the report and that further reports be received.

73. FOREST EDUCATION CENTRE, DIBDEN PURLIEU (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer
(Item 10 in the Minute Book) providing an update on developments at this centre.

RESOLVED:

    (i) That the report be noted.

    (ii) That the final OFSTED report be noted, when received.

    (iii) That a further progress report be submitted to the Panel at its next
    meeting.

74. STAUNTON PARK COMMUNITY SCHOOL, HAVANT (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer
(Item 11 in the Minute Book) providing an update on developments at this
school.

RESOLVED:

    (i) That further reports on the progress made in securing improvement in
    the standards achieved by pupils in this school be submitted to the Panel.

    (ii) That the LEA continue to make it a priority to monitor and support this school.

75. BRIDGEMARY COMMUNITY SCHOOL, GOSPORT (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer (Item 12 in the Minute Book) providing an update on developments at this school.


RESOLVED:

    (i) That the LEA continue with its intensive level of support for the school.

    (ii) That the Headteacher and staff be congratulated for maintaining the pace of improvement in the school.

    (iii) That the Panel continue to receive progress reports until such time that OFSTED re-inspect the school and remove the `serious weakness'
    descriptor.

76. HAWTHORNS SCHOOL, BASINGSTOKE (CONFIDENTIAL)

The Panel considered a confidential report of the County Education Officer
(Item 13 in the Minute Book) providing an update on developments at this
school.

RESOLVED:

    (i) That the report be received.

    (ii) That further reports be received.
