Summary

1.1

The Code of Practice Relating to Contracts requires the Chief Fire Officer to submit an annual report to the Authority giving details of proposed contracts for goods and services where each contract value is likely to exceed £50,000.

1.2

The Authority may on presentation of this report vary or exclude the operation of any of the Authority's Standing Orders or the Code of Practice.

1.3

All proposed contracts are funded either from the approved capital programme or specific revenue budgets.

FAST Compliance

In 2002/03 HFRS subscribed to the Federation Against Software Theft (FAST) to project the Authority from penalties arising from illegal use of software. FAST have provided training and an initial audit. In order to achieve full compliance by 31 3 2004 it will be necessary to contract in some external support.

2.5.2

FAST are able to offer this service and as they have identified what needs to be done to achieve compliance, HFRS would like to go to a single tender under Standing Order 42(d) "the execution of works of a specialized nature which are carried out only by one contractor".

European Convention on Human Rights and the Human Rights Act 1998

4.1

The proposals within this report are compatible with the provisions of the European Convention on Human Rights and the Human Rights Act 1998 and considered in the light of the Race Relations (amendment) Act 2000.
