Our Communities-Our Future: East Hampshire's Community Strategy 2003-2007 First Update

1. Introduction

1.1 Hampshire County Council is a key partner on the East Hampshire Community Partnership which has prepared `Our Communities-Our Future: East Hampshire's Community Strategy 2003-2007 (see Appendix C) Hampshire County Council approval is necessary for the strategy to be implemented.

2. Background

2.1 The local Government Act 2000 (LGA 2000) imposed a statutory duty on principal local authorities to produce Community Strategies with the aim of improving the social economic and environmental well-being of the area. These strategies must be prepared by a range of partners who agree to work together in a Local Strategic Partnership (LSP). The LSP for East Hampshire is known as the `East Hampshire Community Partnership' and is administered by the Borough Council. Hampshire County Council is represented by the Executive Member for Community Development and Regeneration who supports approval of the strategy.

2.2 The East Hampshire Community Strategy was the first of the District

    Community Strategies to have been developed under the LGA 2000 in Hampshire. The Strategy was approved by the Executive Member for Policy and Resources in June 2002 with the proviso that the Strategy should be reviewed in 1 year's time.

2.3 East Hampshire Community Partnership have now completed this first update and review, with evidence of completing half of the 40 actions in the original Community strategy and commenced work on a further 19.

2.4 There is an understanding that Community Strategy documents are submitted to the PRC for consideration, however on this occasion the Community Strategy review will be circulated to the PRC Members for their comments, due to time constraints and the timings of the PRC.

3. Our Communities-Our Future: East Hampshire's Community Strategy 2003-2007 First Update

3.1 The document reports back on progress over the last year, as well as setting out new and continuing actions for the forthcoming year.

3.1.2 The strategy sets out more detailed action plan as updated in April 2003 for each of the priority themes, which are:

    Business and economy

    Community development

    Community Safety

    Education, Training and Learning

    Environment and Countryside

    Health

    Housing

    Leisure and Culture

    Social Inclusion

    Transport

    Young people

3.1.3 Hampshire County Council as a key partner has had input to the development of this first update through involvement of officers and Members, and are the lead partners in a number of actions:

Business and Economy:

Complete the Whitehill and Borden Town health check

Community Development:

Build on the work of the Borden/Whitehill health checks and roll out to Parish Appraisals

Education, training and Learning:

Undertake research to find out what happens to young people who drop out of formal education

Environment and countryside:

Implement actions in Village Design Statements or Parish/Town Plans

Continue with quiet lanes actions

Health

Promote the independence of older people and people with disabilities by enabling them to live in their own homes

Leisure and Culture

Promote more local cycle maps

Social Inclusion

Promote the availability of community and public transport

Transport

Promote more flexible local transport solutions

Promote alternatives to school run by car by safe routes for walking/cycling, cycling facilities and Homezones

Young People

Develop and improve the mechanisms to give young people a voice

Develop information, support and guidance services for young people aged 0-19

Increase opportunity and challenge for young people through new activities

Recommendation

1. That the "Our Communities-Our Future: East Hampshire's Community Strategy 2003-2007 First Update" be recommended to the Executive Member for Policy and Resources for approval, subject to the comments from the Policy Review Committee
